PERSONAL USE VEHICLE
Any vehicle powered by means other than human or animal which transports persons or property and is incapable of being licensed by the Illinois Secretary of State for use on the public roadways.

It shall be unlawful to operate any personal use vehicle on any sidewalk, street or public way or upon private property without the consent of the owner within the Village.

Any person violating the provisions of this section shall be subject to the following fines:
A. 
First offense: $50.
B. 
Second offense: $200.
C. 
Third offense: $500.
D. 
Fourth offense: $750

Upon the second offense involving the same person and the same vehicle, the personal use vehicle shall be impounded pursuant to the provisions of § 10-1-14.

This chapter shall not apply to person use vehicles used in a parade and authorized by the Village, when operated by a law enforcement officer in the performance of his official duties or motorized wheel chairs or scooters being used to transport a physically challenged person.
