A. 
Creation of Office. There is hereby created the office of Building Commissioner.
B. 
Appointment.
1. 
The Building Commissioner shall be appointed by the Village President with the advice and consent of the Village Board of Trustees.
2. 
During temporary absence or disability of the Building Commissioner, the appointing authority shall designate an acting Building Commissioner.
C. 
Term. The Building Commissioner shall be appointed for a term of one year. He shall not be removed from office except for just cause after full opportunity has been given him to be heard on specific charges. Said hearing shall be conducted by the Village Board of Trustees.

The Building Commissioner shall receive such compensation as shall be fixed by ordinance of the Village.

A. 
Enforcement of Code. The enforcement of the provisions and regulations set forth in this Title shall be the duty and responsibility of the Building Commissioner and such employees, assistants or inspectors and deputies as may from time to time be employed by the Village to assist the Building Commissioner in the performance of his duties.
B. 
Supervision, Enforcement. The duties of the Building Commissioner shall be to have general charge and supervision of the erection, construction, alteration, repair, removal and inspection of all buildings, structures or portions thereof and accessories thereto, within the Village and to enforce all ordinances relating thereto.
C. 
Examine Plans. The Building Commissioner shall examine all plans for buildings, structures or portions thereof in connection with work that has been authorized by a permit.
D. 
Inspections. The Building Commissioner shall inspect all buildings or structures during construction or alteration to see that the provisions of law are complied with and that construction is prosecuted safely.
E. 
Report Violations. He shall cause all violations or suspected violations to be brought to the attention of the appropriate Municipal authorities and shall enforce the provisions of this Title, and for that purpose he and his assistants shall have the right to enter any building, structure or premises at any reasonable time.
F. 
Records. The Building Commissioner shall keep, or cause to be kept, a record of his acts and doings, which records shall be open to public inspection.
G. 
General Duties. The Building Commissioner shall perform such further duties as the Building Code requires.
H. 
Reports. The Building Commissioner shall report to the President and Village Board on or before July 1 of each year as to the administration of the office, together with such recommendations as shall be appropriate.
I. 
Zoning Administrative Officer. He shall be the Zoning Administrative Officer and as such shall be charged with the enforcement of the zoning regulations.

Appointment.

The Deputy Commissioners of Electricity, Plumbing and Carpentry shall be appointed by the Village President with the advice and consent of the Village Board of Trustees.

During the temporary absence or disability of any of the Deputy Commissioners, the appointing authority shall designate an acting Deputy Building Commissioner.
C. 
Qualifications. The Deputy Commissioners of Electricity, Plumbing and Carpentry shall be persons qualified by professional or practical training and experience to conduct the affairs and carry out the duties of their respective offices.
D. 
Term, Removal.
1. 
The Deputy Commissioners of Electricity, Plumbing and Carpentry shall each be appointed for a term of one year.
2. 
No Deputy Building Commissioner shall be removed from office except for just cause after full opportunity has been given him to be heard of specific charges.

A. 
Electricity.
1. 
The Deputy Commissioner of Electricity shall make all inspections necessary to see to the enforcement of the Village ordinances relative to the use of electricity; and no electrical wiring shall be covered until it has been inspected. He shall have the power to cause the current in any wire or conduit to be turned off whenever this is necessary in an emergency for the protection of life and property.
2. 
He shall issue a certificate of approval after each inspection in which he finds that the electrical apparatus and wiring fully comply with the ordinances of the Village.
3. 
He shall make such reports as are required by the Building Commissioner.
B. 
Plumbing.
1. 
The Deputy Commissioner of Plumbing shall make all inspections necessary to see to the enforcement of the Village ordinances relative to installation, care and standards of plumbing; and no plumbing work shall be covered until it has been inspected.
2. 
He shall make such reports as are required by the Building Commissioner.
C. 
Carpentry.
1. 
The Deputy Commissioner of Carpentry shall make all inspections necessary to see to the enforcement of the Village ordinances relative to carpentry.
2. 
He shall make such reports as are required by the Building Commissioner.
