No metal-tired vehicle shall be moved on any public way having
on the periphery of any wheel a block stud, flange, cleat or spike
or any other protuberance of any metal other than rubber which projects
beyond the tread of the traction surface of the tire, except that
it shall be permissible to use tire chains of reasonable proportions
upon any vehicle when required for safety because of snow, ice, mud
or other conditions tending to cause a vehicle to skid.

No second vehicle shall be operated upon public ways unless
there is painted or otherwise firmly affixed to such vehicle on both
sides thereof, in a color or colors vividly contrasting to the color
of the vehicle, the name and address of the owner thereof, the maximum
empty weight of such vehicle.

It shall be unlawful for the operator of any motor vehicle to
operate any motor vehicle having a gross weight of more than six tons
upon any of the streets set forth in § 9-6-3 of this Title
within the limits therein defined, except for the purpose of making
a local delivery only, in which event the operator shall go on the
said street at the closest point to his destination and leave the
said street after making such delivery by the shortest route. Any
person violating any of the provisions of this section shall, upon
conviction thereof, be fined according to the Illinois Vehicle Code
provisions pertaining to overweight vehicles.
