The parks and park buildings owned or controlled by the Village shall be open to the public every day of the week between dawn and sunset. Except during Village events or park programs, no person shall be present at any public park grounds or building owned or controlled by the Village between dusk and dawn, and the parks and buildings shall be closed between dusk and dawn.

A. 
Interfering with Employees. No person shall interfere with or in any manner hinder any employee of the Village while engaged in constructing, repairing or caring for any portion of any park.
B. 
Peddling, Soliciting. No person, without previously having obtained authority from the Village, shall offer or expose any article or thing for sale in the park or do any hawking, peddling or soliciting therein or thereon.
C. 
Park Property.
1. 
No person shall climb or walk upon any wall or fence under the control of the Village, nor shall any person go upon any grass plot or any portion of any park where by sign or notice persons are prohibited from going.
2. 
No person shall cut, break, climb on or in any way injure or deface any tree, shrub, plant, turf, grass, lamp post, hydrant, curbstone, coping, fence, walk, bench, building or other construction or property in the park.
D. 
Littering. No person shall deposit, dump, throw out, cast, lay or place any coal or ashes, dust, manure or rubbish in or upon any park. Paper, garbage or refuse matter shall not be so deposited except in receptacles provided for that purpose.
E. 
Burning. No person shall set fire to or burn grass, leaves or other combustible material in any park, except in such designated places or receptacles provided for that purpose.
F. 
Sleeping. No person shall make use of any park as a place to sleep, nor shall any person swing, occupy or use any hammock in any park, except such portions thereof as may be designated for such purposes by the President and Board of Trustees.
G. 
Advertising. No person shall display any placard or advertisement in any park; nor shall any person distribute, cast, throw, or place any handbill, pamphlet, circular, advertisement or notice in any park; nor shall any person post or affix any bill, pamphlet, circular, advertisement or notice on any tree, lamp post, hydrant, curbstone, coping, fence, wall, bench, building or other construction or property in the park.
H. 
Motor Vehicles. No person shall operate or park a motor vehicle on any of the lawn areas within any park, except when necessary for Village employees to transport passengers or reasonable supplies to be used within the parks.
I. 
Killing Animals, Disturbing Nests. No person shall kill or wound, or attempt to kill or wound, any bird or other animal in any park, nor shall any person molest or rob any nest of any bird or other animal in any park.
J. 
Intoxicated Persons, Liquor. No intoxicated person shall be allowed in any park, and no alcoholic liquor shall be brought upon or used in any park.
K. 
Gambling. No person shall play at games of chance in any park.
L. 
Obscene Language. No person shall use any abusive, threatening, insulting or obscene language or language calculated to occasion a breach of the peace, or utter any indecent or filthy words, or make any indecent exposure of his or her person, or do any indecent or obscene gestures, or write, draw, cut, make or exhibit any lewd, obscene or indecent word, sentence, design or figure, or commit any nuisance in any park.
M. 
Golfing. No person shall play golf, or kick or drive a golf ball or similar ball or missile by means of any club or stick in any park; provided, however, that nothing in this chapter shall be construed to bar playing in certain designated areas in said parks.
N. 
Dogs. No person shall bring any dog into any park at any time, except a guide, hearing or support dog accompanying a blind, hearing-impaired or physically handicapped person. No owner of a dog shall allow or permit such dog to enter any park at any time. It is hereby made the duty of the Police or any person in the employ of the Village to remove any dog found in the park and to sign a complaint under this chapter against the owner of such dog or against the person bringing such dog into such park.
O. 
Breaking Glass. No person shall break, throw or place any glass in public parks.
P. 
Entertainments, Public Meetings, Camping.
1. 
No person shall be allowed to give entertainments of any kind, or transact business of any kind, or hold public meetings or assemblies, or establish or occupy a camp upon the grounds except by written consent of the President and Board of Trustees.
2. 
All picnic parties, all assemblages of persons, and all business and entertainments permitted shall occupy grounds to be designated by the President and Board of Trustees, and shall be under their control and supervision.
Q. 
Dangerous Instruments. No person shall bring into any park any dangerous instrument or article which may, because of its construction or operation, cause injury or damage to any person. The operation of miniature motor-driven airplanes or automobiles is hereby expressly prohibited. The President and Board of Trustees, however, may in their judgment set aside days or times during which public displays of such miniature airplanes or automobiles, properly supervised, may be made.
R. 
Amusements. No person or group of persons shall operate amusement rides or devices within any park without the written permission of the President and Board of Trustees.

No permits will be issued for public displays of fireworks or other dangerous devices, or for the operation of any amusement rides or devices unless public liability insurance, approved by the President and Board of Trustees, is provided for the protection of the general public.

Any person violating any clause or provision of any section of this chapter shall be fined not less than $50 nor more than $500 for each offense upon conviction thereof.
