These provisions are hereby declared to be further restricted by all other applicable ordinances of the Village, it being the intent of the Village to make the more restrictive provisions apply.

The following signs, as defined and regulated herein, are permitted in all districts subject to additional standards and restrictions established for each district:
A. 
Apartment or subdivision. Signs located at the drive or entrance to an apartment complex or subdivision identifying the name and/or address of the development and containing no other information.
B. 
Construction signs. Any temporary sign announcing the names of architect engineers, contractors or other individuals or firms involved with the construction, alteration or repair of a building enterprise or the purpose for which the building is intended. One unlighted sign up to 20 square feet identifying parties involved in construction on the premises where the sign is located.
C. 
Flags. Flags bearing the official design of a nation, state, municipality or organization.
D. 
Garage, yard or other temporary sale signs. Rummage sale or other temporary sale signs clearly incidental to the primary use of the premises on which they are located. Not more than two signs shall be erected on any one street and the total area of the signs shall not exceed eight square feet.
E. 
Holiday signs. Temporary signs or displays which contain or depict a message pertaining to a holiday and other information.
F. 
Public event signs. One unlighted sign of up to 32 square feet displayed on private property and limited to one per each premises, announcing a campaign drive or event of a political, civic, educational or religious organization, to be removed within 14 days after the event.
G. 
Real property sale or rental signs. Any on-premises sign announcing the name of the owner, manager, realtor or other persons directly involved in the sale or rental of the property or announcing the purpose or condition for which it is being offered, to be removed within 14 days after sale, rental or lease.
H. 
Institutional signs. Any sign or bulletin board setting forth or denoting name of, or simple announcement for, any charitable organization when located on the premises of such organization.
I. 
Integral signs. Name of buildings, dates of construction, commemorative tablets, and the like, when carved into stone, concrete or similar material, or made of bronze, aluminum or other permanent type of construction and made as an integral part of the building structure.
J. 
Nameplate and address signs. Signs which identify the owner, resident, manager, business, home occupation and/or address of the premises where the sign is located and containing no other information.
K. 
Public information signs. Signs of a public or noncommercial nature, including safety, trespassing, traffic entrance and exit signs, signs indicating scenic or historical points of interest, memorial plaques and the like, and all signs erected by order of a public officer in the performance of a public duty.
L. 
For purposes of orientation, directional signs when established by the Village, not exceeding two square feet. No commercial or other type of advertising shall be permitted on such signs.
M. 
Temporary signs, up to 16 square feet, and banners/pennants for personal celebrations or noncommercial special events, and to be removed five days after the event or celebration.
N. 
Political signs per § 11-8-5.

Any publicly displayed sign, symbol or notice on a premises to advertise the business thereon transacted, or name of person or firm conducting said business on premises, or directing to some other locale, shall be regulated as follows:
A. 
Allowable sign types:
Awning signs
Banners - shall only be allowed by permit to advertise a special event or sale Banners may only be displayed 15 days prior to the event or sale and must be removed no later than five working days following the event or sale.
Billboard signs - any freestanding sign exceeding 64 square feet in display area and 20 feet in height requires a special use permit.
Construction signs. One illuminating sign of up to 40 square feet identifying the owner's name and the activity for which the building is intended and describing the construction process, but not including the advertisement of any product. Such signs shall be located on the site of the construction work and must be removed within 14 days after the beginning of the intended activity.
Directional or informational signs - may be freestanding or dimensional. They may not exceed 3 1/2 square feet of display surface.
Flat or dimensional surface signs - are mounted parallel or flat to the wall of the building and mounted nine feet above grade. May not exceed one times the width of the building or occupant space.
Freestanding signs - a sign not part of, or attached to, any building. Not to exceed 64 square feet in display area, or 128 feet in total area, and not more than 20 feet in height.
Lighted signs - where signs are illuminated, the light source must be located or shielded in such a way that the glare does not reach the street or adjacent property.
Portable street signs - single or double surface, temporary ground mounted or wheeled: shall not exceed four feet by eight feet in display or more than 64 square feet total area; and may not be displayed for area more than 30 days. They must be located as to not obstruct the view of the roadway for vehicles using the road, or vehicles using drives. Portable street signs are limited to not more than two signs per site. If lighted, the power source must be within 10 feet and transmitted by a ground cord of sufficient construction to carry the imposed electrical load and be approved for this use by a testing label.
Projecting signs - project at an angle to the building surface. They may be flat or three-dimensional, but must be located nine feet above grade, shall not exceed one times the building width or occupant space, and shall not project over the public way.
Window signs - may be applied to the glass or displayed in the glass area, but shall not cover or obscure more than 25% of the glass area, excluding announcements of forthcoming community events.
B. 
Maximum signage. Each business or industrial site shall be allowed not more than one freestanding sign and each business or occupant shall be allowed one projecting sign and a combination of two of the following signs:
Awning signs
Directional signs - as many as are appropriate for the site
Flat or dimensional signs
Window signs

No sign of any type may overhang or be placed on or above the public right-of-way, parkway or other public area, except those informational signs as the Village Board of Trustees may approve, or that serve a governmental function. The following types of signs are prohibited:
Beacons - any type of sign or light that are stationary or revolving or flashing, except those beacons required by the Federal Aviation Commission or similar safety lighting.
Festooned lighting - lights on a string not attached to a sign face as part of the sign.
Flashing signs - any type sign with a flashing or intermittent light source, except electronic message boards.
Roof signs - any type sign using the roof for support structure.

A. 
Election signs are signs that contain announcement of candidates seeking political office or announcement of support or opposition to an issue on a ballot. They shall not exceed 16 square feet in total display area. Such signs are permitted in all zoning districts. Such signs may not be placed in the parkway area between the street and sidewalk or on or in any public property or on lighting, power, or communication poles or towers, federal, state, county or Village traffic control regulatory or informational signs or facilities. Such signs may not be displayed sooner than 90 days prior to the election and must be removed no later than the second Sunday following the election.
B. 
Penalty. Violation of this section of this chapter shall be charged against the candidate or candidates listed on the sign or the owner of the property on which the sign is located.

Any sign lawfully existing or under construction on the adoption date of the ordinance [December 4, 2006] codified in this title which does not conform to the provisions contained herein may be continued or maintained but may not be replaced, structurally altered, reestablished if discontinued, or continued if destroyed or damaged to the extent of 50% or more of its value.
