A. 
Appointment. The President of the Village is hereby authorized to appoint part-time police officers. Such members shall be considered as employees of the Village, subject to the advice and consent of the Village President.
B. 
Requirements. All part-time police officers must be at least 21 years of age and a United States citizen. To be eligible, all candidates must meet the requirements and be trained in accordance with the requirements set forth in the provisions of the Illinois Police Training Act (50 ILCS 705) and the rules and requirements of the ILETSB. Also, prior to said appointment, said applicant shall:
1. 
Be required to take and pass a psychological exam, drug screen, background investigation, TB test, medical exam, polygraph test and other such background investigations and/or psychological tests deemed necessary by the Chief of Police.
2. 
Pass the Thornton Police Department vision standards and successfully complete academy training before hiring, if necessary.
3. 
Be subject to an oral interview session with the Mayor and Chief of Police prior to ultimate appointment.
4. 
Be of good moral character, of temperate habits, of sound health, and physically and mentally able to perform assigned duties.
5. 
Possess a high school diploma or GED certificate.
6. 
Possess a valid State of Illinois driver's license.
7. 
Possess no prior felony convictions.
8. 
Any individual who has served in the United States military must have been honorably discharged.
C. 
Termination. The appointment of any or all part-time police officers may be terminated by the President of the Village.

Part-time officers shall receive such real compensation as set forth by the Board of Trustees for each hour of service performed, provided such service is performed at the direction of the Chief of Police.

A. 
Part-time officers shall at all times during the performance of their duties be subject to the direction and the control of the Chief of Police.
B. 
Part-time police officers are governed by the same rules and regulations as full-time officers.
C. 
Part-time officers shall not be assigned to supervision or direction of full-time officers.
D. 
Part-time officers shall comply with all applicable rules and general orders of the Village of Thornton Police Department.

Part-time police officers shall have the following powers and duties when properly assigned on duty:
A. 
To aid or direct traffic in the Village.
B. 
To aid in control of natural or man-made disaster.
C. 
To aid in care of civil disorder.
D. 
To perform normal and regular police duties when assigned by the Chief of Police on occasions when it is impractical for the members of the regular Department of Police to perform their regular duties.
E. 
To arrest without process all persons who break the peace or are found violating any Village ordinance or any criminal law of the state.
