[In accordance with the Intergovernmental Cooperation Law, Act
of July 12, 1972, (P.L. 762), and Ordinance 52-1985, passed September
11, 1985, the City of Erie elects to become a party to the Erie County
Solid Waste Management Council. Its purpose is to foster a cooperative
effort to resolve problems, determine policies, and formulate and
implement plans relating to solid waste management. Ordinance 87-1988,
passed September 21, 1988 changed the quorum to consist of a simple
majority of the total voting memberships.]
