The speed limit on all streets in the City, other than those
which are part of the Pennsylvania Department of Transportation System
is 25 miles per hour, unless other speed limits are posted. This is
based upon the traffic investigation studies and recommendations of
the Traffic Engineer.

No increase in posted speed limits for any such street shall
be permitted unless authorized by ordinance passed by Council and
approved by the Mayor.

All speed limits posted within the City prior to the passage
of this section are hereby approved and shall continue in force unless
amended by further ordinances of Council.

Violations of the speed limits authorized and posted under this
article shall be prosecuted under the Vehicle Code of the Commonwealth
of Pennsylvania in like manner as violations of Commonwealth speed
limits, and carry the same penalties authorized therein.
