Each mile of pipes or mains, laid or maintained in the streets,
avenues and alleys, within the limits of the City, shall be liable
to an annual license fee of $15.

Each utility company shall pay the license fee on June 1 of
each year to the City Treasurer, who shall issue a receipt therefor
showing the number of pipes and mains and payment therefor.

Whoever violates any of the provisions of this article shall
be fined not more than $100 for each offense.
