All garbage and offal which shall accumulate anywhere in the
City of Perth Amboy or which is stored, kept or retained therein shall
be kept in watertight iron or steel receptacles provided with tightly
fitting covers, all properly treated to prevent corrosion.
The contents of said receptacles shall be emptied only into
vehicles licensed by the Division of Health. Said receptacles shall
be kept clean and no rainwater or any other fluid shall be allowed
to enter therein except for purpose of cleaning.
No such vehicle shall stand in the streets or other public places
at any time except when being loaded.
Every wagon and vehicle licensed under this Article shall have
its license number conspicuously painted upon each side thereof in
figures at least four (4) inches high.
