No stoops or steps shall, without permission of the Mayor and City Council, project or encroach on the sidewalks of any street of this city more than one-third (1/3) the width of said sidewalk, measuring from the line of any street. The person maintaining an encroachment shall be given twenty-four (24) hours' notice to remove the same before liability shall attach. The notice is to be given by the Department of Public Works.
