No person shall possess, sell, distribute or transport any alcoholic beverage in the Township of Monroe in violation of the Alcoholic Beverage Law of the State of New Jersey, Revised Statutes, Title 33, with amendments and supplements thereto.

PRINCIPAL
For the purposes of this chapter, a principal of any applicant is: (a) an individual, if the applicant is a sole proprietorship; (b) any officer, director, and/or shareholder who holds 1% or more of any stock of the applicant, if the applicant is a corporation; and (c) a general partner and/or any limited partner holding an interest of 1% or more in the applicant, if the applicant is a partnership.

A. 
All principals of any applicant for the issuance, renewal or transfer of an alcoholic beverage license within the Township of Monroe shall be fingerprinted by the Monroe Township Police, or by any other law enforcement authority subject to the approval of the Monroe Township Chief of Police. This fingerprinting shall be conducted during the course of the municipality's investigation of the applicant. All fingerprints and accompanying records shall be kept in the custody of the Monroe Township Chief of Police.
B. 
The Monroe Township Chief of Police may require that all employees of an alcoholic beverage licensee within the Township of Monroe be fingerprinted under the terms set forth in Section 8-2.1A above.
No seasonal retail consumption license or limited retail distribution license shall be issued.

No licensee shall sell, serve or deliver or allow, permit or suffer the sale, service or delivery of any alcoholic beverage, or permit any consumption of any alcoholic beverage on the licensed premises on New Year's Day, when it is a weekday, between the hours of 5:00 a.m. and 7:00 a.m.; on New Year's Day, when it is a Sunday, between the hours of 5:00 a.m. and 10:00 a.m.; on other weekdays between the hours of 2:00 a.m. and 7:00 a.m.; nor on other Sundays between the hours of 2:00 a.m. and 10:00 a.m.
No sale of alcoholic beverages shall be made to a minor, mental defective or habitual drunkard.
No person shall be served in any back room or side room which is not open for the use of the public generally; provided, however, that in hotels, guests may be served in their rooms or in public or private dining rooms, and provided further that this section shall not apply to club licenses.

Any person violating any provision of this article shall, upon conviction thereof, be punished by a fine of not more than $500 or by imprisonment for not more than 90 days, or by both, such fine and imprisonment to be in the discretion of the court.

It shall be unlawful for a minor to enter any premises licensed for the sale of alcoholic beverages for the purpose of purchasing or having served or delivered to him or her any alcoholic beverages.
It shall be unlawful for a minor to purchase, consume, attempt to purchase or have another purchase for him or her any alcoholic beverages on any premises licensed for the sale of alcoholic beverages.
It shall be unlawful for any minor to misrepresent or misstate his or her age for the purpose of inducing any retail licensee or any employee of any retail licensee to serve, sell or deliver any alcoholic beverage to him or her.
It shall be unlawful for anyone to purchase or attempt to purchase for a minor any alcoholic beverage.

It shall be unlawful for any person to permit the use of his or her documents or evidences of identification by any other person under the age of 18 years in connection with the purchase or attempted purchase of any alcoholic beverage.

Each violation of this article shall be punishable by a fine not exceeding $500 or by imprisonment not exceeding 90 days, or both.
