There shall be established a Citizens Review Board known as
the "New Jersey Training School for Boys Citizens Review Board" (the
"Board"), the purpose of which shall be to review all matters pertaining
to the New Jersey Training School for Boys (the "Training School")
which impact upon the citizens of the Township of Monroe, including
but not limited to resident classification and population, escapes
and public notification, capital improvements and legislation.
The Board shall consist of 11 members, including two Councilpersons
to be appointed by the Council, the Business Administrator or his/her
designee, the Chief of Police or his/her designee, the Public Advocate,
a designee of the Training School, and five citizens to be appointed
by the Mayor. The initial citizen appointments as selected by the
Mayor shall be for terms as follows: two members – one year;
two members – two years; one member – three years. Thereafter,
citizens shall be appointed for a term of three years. All other Board
members shall serve in accordance with their elected or appointed
terms.
The Mayor shall appoint the Chairperson of the Board who shall
serve in accordance with his/her elected or appointed term.
In the event of a vacancy regarding a Councilperson member,
the Council shall appoint a replacement for the unexpired term. In
the event of a vacancy regarding a Citizen Board member, the Mayor
shall appoint a replacement for the unexpired term. Upon the expiration
of the term of any Citizen Board member, the Mayor shall appoint a
citizen for a term of three years in the same manner as the original
appointment was made.
The Board shall have the following powers and duties:
A. To conduct research through public hearings and other means and conduct
evaluation studies regarding resident classification and population,
escapes and public notification, capital improvement and legislation
and other matters pertaining to the Training School which impacts
upon the citizens of Monroe.
B. To make recommendations to the Mayor and Council of the Township
of Monroe regarding matters pertaining to the Training School.
C. To confer with appropriate municipal, county, state, federal and
private agencies concerned with the Training School in conjunction
with matters relating to the Township of Monroe.
D. To contact any individual or public or private agency for the purpose
of securing such funds as may be deemed necessary or convenient for
the carrying out of its purposes.
E. To report upon its activities and recommendations to the Mayor and
Council of the Township of Monroe annually and at such times as the
respective governing body shall request or as the Board shall deem
advisable.
The Board shall hold its regular meetings on the third Wednesday
of the following months: February, May, August and November. The Chairperson
may call a special meeting of the Board. The request and call for
such special meeting shall specify the purpose of the meeting and
no other business shall be transacted at the meeting.
To implement the purposes of this chapter the following five
subcommittees shall be established:
A. Escapes and public notification.
B. Resident classification and population.
E. Volunteers.
All subcommittees shall be appointed by the Mayor and shall
consist of a maximum of five members and no more than two members
who are members of the Board. The Chairperson of all subcommittees
shall be appointed by the Mayor and shall be a member of the Board.
