A code regulating and controlling all matters concerning the construction, alteration, addition, repair, removal, demolition, use, location, occupancy and maintenance of all buildings and structures and their service equipment is hereby established pursuant to the provisions of Chapter 21, Public Laws of 1946, as amended by Chapter 276, Public Laws of 1948,[1] with supplements and amendments thereto. A copy of said code is annexed hereto and made a part hereof without the inclusion of the text thereof herein.

A. 
All wood sills and plates on top of foundation walls shall be pressure impregnated with an approved preservative and termite-proof material. When acceptable to the Building Inspector, in place of the preservative treatment, a continuous metal shield, without open joints or other openings, of aluminum, copper or other corrosion-resistive materials, shall be installed on top of the foundation wall, extending two inches beyond both faces of the wall and bent downward at an angle of forty-five degrees (45°) to form a protective hood.
B. 
When acceptable to the Building Inspector, another alternate to the use of impregnated sills or protection against termites is the treatment of the soil around and under the foundation (before the foundation is laid) with a one-percent chlordane or a five-hundredths-percent heptachlor, or approved equivalent, solution in water, as follows:
(1) 
Apply to critical areas along the foundation walls, around piers and under slabs of porches and entrance platforms.
(2) 
Apply at the rate of four gallons per 10 lineal feet along both sides of walls, piers, etc. The chemical solution shall be mixed with soil as it is being replaced in the trench, increasing the rate of application by multiplying the base rate by the depth of the foundation in feet. Apply in on-foot lifts.
(3) 
Apply to the surface under floors, entrance platforms, etc., at the rate of one gallon per 10 square feet. If the fill is gravel or other coarse material, apply at the rate of one and one-half (1 1/2) gallons per 10 square feet.

Before any new construction and/or alterations or additions shall take place as set forth in § 20-4 below,[1] the Municipal Building Inspector shall require of all applicants a flood hazard area determination as provided by the office of the Township Engineer. The fee for such a determination shall be $15.

Following the installation of a building foundation and prior to the start of framing, a survey plan prepared by a New Jersey licensed land surveyor showing the location of the foundation with respect to property lines and the first floor elevation of the building based on the data of the approved site plan or subdivision shall be submitted to the Construction Official for his approval.
