In accordance with the provisions of N.J.S.A. 40A:14-70 et seq., there is hereby established within the Township of Monroe, County of Middlesex, a fire district, to be known as "Fire District No. 2," whose territorial boundary shall be as set forth on Schedule A.[1]

A Board of Fire Commissioners, which shall have the powers, duties and functions within said fire district to the same extent as in the case of municipalities, such powers, duties and functions relating to the prevention and extinguishment of fire and the regulation of fire hazards, to consist of five persons, residents therein, shall be elected at an election to be conducted by the Township Clerk.
Candidates for membership on the Board of Fire Commissioners shall be nominated by verified petitions. Each petition shall be signed by not less than 10 qualified voters and shall be filed at least 28 days before the date of the election.
At the first meeting of a newly elected Board of Fire Commissioners of a district, the Board shall choose a Chairman and shall fix the time and place for the annual election. The members of the Board shall divide themselves by lot into three classes, the first to consist of two members to be elected for terms of one year; the second, two members for terms of two years; and the third, one member for a term of three years. Upon the expiration of said terms, their successors shall be elected for terms of three years.
Any vacancy in the membership shall be filled by the remaining members until the next succeeding annual election, at which time a resident of the district shall be elected for the unexpired term.
