The passage of this article is necessary for the purpose hereinabove described[1] and to make effective the policy of the Council of the Township of Monroe.

Editor's Note: The purpose described in the introductory part of the ordinance which comprises this article reads as follows:
"WHEREAS, the Council of the Township of Monroe hereby finds, determines and declares that, because of vehicular traffic over certain streets in the Township of Monroe, a threat to public safety, health or welfare may exist; and
"WHEREAS, the closing of any street or portion thereof to motor vehicle traffic on any day or days or during specified hours on any day or days and for the control of traffic upon such portion of said street which shall be posted with proper warning signs in said street indicating that said street is so closed and the purpose thereof, during the time when the same is so closed, is necessary and designed to protect the public safety, health and welfare, and this ordinance is passed pursuant to N.J.S.A. 40:87-19.9."
The Mayor of the Township of Monroe is authorized to provide by regulation for the closing of streets for the preservation of public safety, health or welfare.
Any street or portion thereof closed to motor vehicle traffic on any day or days or during specified hours on any day or days shall have posted proper warning signs of such closing in any street or portions thereof, indicating that said street is so closed and the purpose thereof.
Any person, individual, firm or corporation who shall violate any of the provisions of this article shall, upon conviction, be punished by a fine not to exceed $500 or by imprisonment in the county jail for a period not to exceed 90 days, or by both such fine and imprisonment. Each violation of any of the provisions of this article and each day that the same is violated shall be deemed and taken to be a separate and distinct offense.
