There is hereby created the office of the Village Cable Officer. The Village Cable Officer shall be appointed by the President with the advice and consent of the Board of Trustees.

The Village Cable Officer shall, before entering upon the duties of his office, take and subscribe the oath prescribed by the law for Village officers.

The Village Cable Officer shall report directly to the Village Manager. It shall be the duty of the Village Cable Officer to assist in the supervision of the construction of the cable telecommunications system and to monitor and report complaints concerning the construction and operation of the cable telecommunications system and report these activities to the Village Manager to ensure prompt and efficient adjudication of any problems so identified; to notify the Village Manager, in writing, of any purported material breach in the cable franchise ordinance and agreement or of the failure of the cable operator to perform any service within the time frame specified in the cable franchise ordinance and agreement.
It shall also be the duty of the Village Cable Officer to present a plan to the Village Manager to conduct the performance reviews of the cable operator and to perform any other duties that may be assigned by the President and Board of Trustees or the Village Manager.
The Village Cable Officer shall promote the use of the cable system's institutional cable by the Village's institutions and residents and advise the Village board; the board's committee on community antenna telecommunication systems (COCATS); and the Elmwood Park telecommunications foundation (EPTA) on matters pertaining to cable television.

The Village Cable Officer shall receive such annual salary as may be fixed by the President and Board of Trustees.
