The land owned by the Township of Nutley on the southerly side of William Street in the rear of premises fronting on Franklin Avenue and Centre Street and known as Lots 8, 34 and formerly Lots 25 and 26 in Block 176 on the Assessment Maps of the Township of Nutley is hereby dedicated and referred to as "Municipal Parking Lot No. 1" of the Township of Nutley, to be used by the public for the parking of motor vehicles.

The land owned by the Township of Nutley on the westerly side of Franklin Avenue in the rear of premises fronting on Franklin Avenue between William Street and Centre Street and known as Lots 15, 21B, 25, 51A, 51B, 65 and 66 in Block 172 on the Assessment Maps of the Township of Nutley is hereby dedicated and referred to as "Municipal Parking Lot No. 2" of the Township of Nutley, to be used by the public for the parking of motor vehicles.

The land owned by the Township of Nutley located between William Street, New Street and Vincent Place and known as Lots 12, 13, 14, 15, 18, 18A, 19, 20, 22 and 23 in block 175 on the Assessment Maps of the Township of Nutley is hereby dedicated and referred to as "Municipal Parking Lot No. 3" of the Township of Nutley, to be used by the public for the parking of motor vehicles.

The land owned by the Township of Nutley on the southerly side of Chestnut Street and known as Lots 39, 40, 41, 42 and 43 in Block 185 on the Assessment Maps of the Township of Nutley is hereby dedicated and referred to as "Municipal Parking Lot No. 4" of the Township of Nutley, to be used by the public for the parking of motor vehicles.

The land owned by the Township of Nutley on the easterly side of Franklin Avenue and known as Lots 2A, 14A, 16 and 16A in Block 112 on the Assessment Maps of the Township of Nutley is hereby dedicated and referred to as "Municipal Parking Lot No. 5" of the Township of Nutley, to be used by the public for the parking of motor vehicles.

The land owned by the Township of Nutley on the northerly side of East Plaza and known as Lot 1 in Block 308A on the Assessment Maps of the Township of Nutley be and the same is hereby dedicated and referred to as "Municipal Parking Lot No. 6" of the Township of Nutley, to be used by the public for the parking of motor vehicles.
The Director of the Department of Public Works is hereby authorized to regulate, control and operate said municipal parking lots and to maintain the parking meters installed therein in good, workable condition.

Said parking lots shall be metered 24 hours each day and shall provide for designated space in the parking meter zone for parking vehicles in said designated space as follows:
A. 
Parking meters: $0.25 per 1/2 hour.
B. 
Parking pay stations:
(1) 
Cash payments: $0.50 per hour.
(2) 
Credit card payments: $1 per hour.
C. 
Monthly municipal parking fees:
(1) 
Eight-hour period from 8:00 a.m. to 4:00 p.m.: $50.
(2) 
Twelve-hour period from 8:00 a.m. to 8:00 p.m.: $70.
(3) 
Twelve-hour period from 8:00 p.m. to 8:00 a.m.: $60.
(4) 
Twenty-four-hour period: $100.

The Director of Public Works is hereby authorized and directed to cause the fees for all parking meters to be collected by the Department of Public Works, under his supervision and direction, which fees are to be collected regularly at least once each week and transmitted to the Collector of Accounts, who shall have said collections properly deposited in the Township account and recorded.
The Director of Public Safety is hereby directed to provide suitable lines or markings upon the parking area adjacent to each parking meter for the purpose of designating the parking space for which said meter is to be used and for the use of the vehicle parking therein. It shall be a violation of this article to park any vehicle across any such line or marking or to park said vehicle in such a position that the same shall not be entirely within the area so designated by such line or marking, or to park any vehicle in any manner except head-in.
When any vehicle shall be parked in any parking meter space within the parking meter zones, the operator thereof shall immediately upon entering said parking space deposit the required fee, as set forth in § 484-8 of this article, in the parking meter. Upon deposit thereof and the placing of the meter in operation, the parking space occupied by the vehicle may be legally so occupied through such period of time for which payment has been made. Failure to deposit the prescribed coin in the parking meter shall constitute a violation of this article.
A. 
It shall be unlawful and a violation of the provisions of this article for any person to cause, allow, permit or suffer any vehicle registered in the name of or operated by such person to be parked beyond the period of time for which payment has been made in any parking meter space.
B. 
It shall be unlawful and a violation of the provisions of this article for any person to cause or permit a vehicle to remain in any parking space adjacent to any parking meter while such meter displays a signal indicating that the vehicle occupying such space has been parked beyond the period of time for which payment has been made.
It shall be unlawful and a violation of the provisions of this article for any person to deposit or cause to be deposited in any parking meter any counterfeit coin or slug.
It shall be unlawful for any person to deface, injure, tamper with, open or willfully break, destroy or impair any parking meter.
The police officers of the Township of Nutley, acting under instructions of the Chief of Police, shall report:
A. 
The number of each parking meter which indicates that the vehicle occupying the parking space adjacent thereto is or has been parked in violation of any of the provisions of this article.
B. 
The state license number of such vehicle.
C. 
The length of time during which such vehicle is parked in violation of the provisions of this article.
D. 
Any other facts necessary to an understanding of the circumstances attending such violation.

Each such police officer shall attach to the vehicle parked in violation of the provisions of this article a summons directing the owner thereof to appear before the Municipal Court of the Township of Nutley,[1] Public Safety Building, Nutley, New Jersey. If the charge is a parking violation and not another violation of this article, the person so charged, if guilty of the offense, may bring the summons within 48 hours, if a resident of New Jersey, (or, if a nonresident, on or before the appearance date noted in the summons) to the Violation Bureau, located in the Public Safety Building, Nutley, New Jersey. The Violation Bureau may dispose of the offense if the summons is turned in, with appearance, plea of guilty and waiver of trial duly signed and executed before the Clerk of the Bureau and the fine and costs fixed by the court for such offense are paid. In the case of a parking violation, the person so charged may telephone the Violations Clerk to determine the amount of fine and costs and then mail the fine and costs, together with the summons after signing, giving address and driver's license number.

The coins required to be deposited in the parking meters as herein provided are hereby levied and assessed as fees to provide for the proper regulation and control of said municipal parking lots, together with the cost of supervising and regulating the parking of vehicles in said parking lot and the cost of installation, operation, maintenance, control and use thereof.
The Director of Public Works is hereby authorized and directed to cause the fees from all monthly parking stalls to be collected under his supervision and direction, which fees are to be collected regularly once each month and transmitted to the Collector of Accounts, who shall have said fees properly deposited in the Township account and recorded.
The Director of Public Safety is hereby directed to provide suitable lines or markings upon the parking area for the purpose of designating the monthly parking space for the use of the vehicle parking therein. It shall be a violation of this article to park any vehicle across any such line or marking or to park said vehicle in such a position that the same shall not be entirely within the area so designated by such line or marking.
When any vehicle shall be parked in any designated parking space upon payment of the monthly parking fee, the parking space occupied by the vehicle may be legally so occupied throughout such period of time for which payment has been made. Failure to pay the necessary monthly parking fee shall constitute a violation of this article.
It shall be unlawful and a violation of the provisions of this article for any person to cause, allow, permit or suffer any vehicle registered in the name of or operated by such person to be parked between the period of time for which payment has not been made in any designated monthly parking space.
The monthly parking fees are hereby levied and assessed as fees to provide for the proper regulation and control of said parking lots, together with the cost of supervising and regulating the parking of vehicles in said parking lots and the cost of installation, operation, maintenance and use thereof.

For each and every violation of the provisions of this article, the person so violating shall, upon conviction thereof, be liable to a fine not exceeding $500 or imprisonment for a term not exceeding 90 days, or both.
