A longevity program shall be instituted, commencing with the first day of the year 1968, providing for an annual salary increase, as shown below, for Department members who have completed a five-, ten-, fifteen-, twenty-, or twenty-five-year period of service.

Effective with the first day of 1968, there shall be a minimum of three paid holidays granted to each Department member, and said pay shall be incorporated into the annual salary of each member.

A. 
A longevity program shall be instituted, commencing with the first day of the year 1968, providing for an annual salary increase, as shown below, for every full-time employee and every permanent part-time employee (including those employees classified under civil service and also unclassified employees) in each of the following departments:
(1) 
Department of Public Affairs.
(2) 
Department of Revenue and Finance.
(3) 
Department of Public Safety (with the exception of the members of the Police Department and the Paid Fire Department, as provided for in Article I, Police Department and Paid Fire Department, of this chapter..
(4) 
Department of Public Works.
(5) 
Department of Parks and Public Property.
B. 
It is specifically noted that the following employees shall be excluded from the longevity program under the provisions of this article:
(1) 
Municipal Judge.
(2) 
Township Attorney.
(3) 
Attorney for the Planning Board.
(4) 
Attorney for the Zoning Board of Adjustment and all other employees in similar capacities.
C. 
The longevity program is as follows:

A. 
Longevity shall be based on full-time service and permanent part-time service with the Township of Nutley from the date of the original appointment, temporary or permanent, and shall be cumulative for actual time worked for those employees designated under § 103-3 of this article who have served the Township of Nutley in any full-time or permanent part-time capacity.

B. 
The length of service as of January 1, annually, shall include all dates of original employment up to July 1, annually, of each respective year for the purpose of determining the completion of said cumulative periods of years of service with those departments designated in § 103-3 of this article.
C. 
The longevity credit shall be automatic.
D. 
The longevity credit shall be added to the salary as set by ordinance and received by the employees at the time the longevity credit becomes due and shall be considered in total with the salary for pension purposes.

Notwithstanding the foregoing, any employee not a member of a bargaining unit who is hired after March 22, 2004, shall not be entitled to participate in the longevity program or receive longevity payments pursuant to the above schedule or any prior Township schedule of longevity payments.
