As a means of economy, the Township of Nutley shall advertise yearly for public bids for its approximate needs of gasoline requirements for a twelve-month period for all departments.
The Purchasing Agent shall issue coupon books to the various departments of the Township. At the time of issuance of a coupon book, the speedometer reading shall be taken and entered in the coupon book, and when all coupons are issued, the coupon book with the speedometer reading shall be turned in to the Purchasing Agent in order to obtain a new book of coupons. The coupons are to be signed by the operator of the equipment and are to be turned in to the operator of the pump as fuel is purchased, and they are to be returned daily to the Purchasing Agent as a means of checking up on the distribution of fuel between the departments. The fund for purchases of fuel shall be charged to a revolving fund which has been set up in the Department of Revenue and Finance, and that fund is to be reimbursed as purchases are made by the various departments.
There shall be two pumps, one operated by the Department of Public Safety for the Police and Fire Departments and one operated by the Department of Public Works for all other departments. The Purchasing Agent shall execute orders in connection with a yearly contract so that he may be responsible for proper checking and striking of balances for inventory purposes.
