The President shall be elected to office for a four-year term
according to the method provided by Statute and until his successor
is elected and qualified. He shall be a citizen of the United States,
a qualified elector and shall have resided within the corporate limits
of the Village at least one year next preceding the election in which
he is a candidate. No person shall be eligible for the office of President
if he is a defaulter to the Village or who has been convicted of any
infamous crime, bribery, perjury, or any other felony.

The compensation of the President is fixed at the sum of $3,300
per year, to be paid in 12 equal installments on the first pay period
of the month.

The President shall, before he enters upon the duties of his
office, execute a bond to the Village in the penal sum of $3,000 with
sureties to be approved by the Board of Trustees and conditioned as
required by statute. He shall file the same with the Village Clerk.

The President shall take the oath as prescribed by the Illinois
Constitution before entering upon the duties of his office.

A.
Presiding Officer. The Village President shall be the presiding officer
of the Board of Trustees. The Village President shall have a vote
only in the event of a tie or where 1/2 of the Trustees elected have
voted in favor of an ordinance, resolution or motion, even though
there is no tie vote or where a vote greater than a majority of the
corporate authorities is required to adopt an ordinance, resolution
or motion. In each instance so specified, the President shall vote.
B.
1.
Mayor. The President may also be referred to as "Mayor" in all matters
relating to the Village.
2.
Devotion to Duty. The President shall be the executive officer of
the Village and shall devote as much of his time to the duties of
his office as a faithful and efficient discharge thereof may require.
He shall perform all duties prescribed by law, including the Village
ordinances and shall take care that the laws and ordinances are faithfully
executed.
C.
Appointments. The President, by and with the advice and consent of
the Board of Trustees, shall appoint all officers of the Village whose
appointments are not otherwise provided for by law, and whenever a
vacancy shall occur in any office which by statute or ordinance the
President is authorized to fill, he shall at a regular meeting of
the Board of Trustees, communicate to the Board of Trustees the name
of his appointee to such office and pending the concurrence of the
Board of Trustees in such appointment, he may designate some suitable
person to discharge the duties of said office.
D.
Miscellaneous Powers and Duties.
1.
Sign Commissions. The President shall issue certificates of appointment
to all persons appointed to office. The certificates shall be issued
under the Corporate Seal to the Village Clerk. The Village Clerk shall
also sign the certificate.
2.
Sign Warrants. The President shall sign all warrants drawn upon the
Village Treasury. The warrant shall state the particular fund and
the appropriation to which the warrant is chargeable and the person
to whom payable. The Village Treasurer shall countersign the warrant.
3.
Sign Licenses. The President shall sign all licenses, and permits,
granted, issued or ordered by the Board of Trustees, or authorized
by the ordinances of said Village, and may revoke any such license
or permit for causes provided by Statute or ordinance. He shall report
his actions at the next regular Board meeting.
4.
Examine Records. He may at any time examine and inspect the books,
records and papers of any agent, employee or officer of the Village.
5.
Signature. He may designate another to affix his signature to any
written instrument which is required to be signed by him. However,
before such action shall be effective, he shall send written notice
to the Board of Trustees of the person so designated, stating:
a.
The name of the person he has designated;
b.
What instrument the person will have authority to sign; and
c.
Attaching to the notice a written signature of the President executed
by the designated person, with the signature of the person designated
underneath. Such notice, with the attached signatures, shall be recorded
in the Journal and then filed with the Village Clerk. When the signature
of the President is placed on a written instrument at the direction
of the President in the specified manner, the instrument, in all respects,
shall be as binding on the Village as if signed by the President in
person.
6.
Recommendations to Board. The President shall annually give the Board
of Trustees information relative to the affairs of the Village. From
time to time, he may recommend for their consideration such measures
as he believes expedient.
7.
Administration of Oaths. He shall have power to administer oaths
and affirmations upon all lawful occasions.
8.
Rebate Taxes. He shall have power to rebate or remit the Village
taxes levied upon property listed or assessed for Municipal taxation
whenever such property is destroyed by fire, in whole or in part,
before the levy thereon of the Village taxes.
9.
Execute Leases. He shall have power to execute on behalf of the Village
all leases entered into by the corporate authorities.
10.
Execute Deeds. He shall have the power, together with the Village
Clerk, to execute, on behalf of the Village, all deeds of conveyance
of real estate to those parties purchasing said real estate, after
the purchase price has been paid or secured, provided, however, that
the deed of conveyance shall state the purchase price of said property
and be under the Corporate Seal.
11.
Acknowledgment of Instruments. The President shall have the power
to take acknowledgments of deeds, mortgages, conveyances, releases,
powers of attorney or other writings relating to the sale, conveyance
or other disposition of real estate or any interest therein whereby
the rights of any person may be affected in law or equity.
E.
Emergency Powers and Duties.
1.
Call for Aid. He may, when necessary, call on every male inhabitant
of the Village over the age of 18 years, to aid in enforcing the laws
and ordinances.
2.
Call Militia. He may, subject to the authority of the Governor as
Commander in Chief of the militia, call out the militia to aid in
suppressing riots and other disorderly conduct, or to aid in carrying
into effect any law or ordinance.
F.
Police Powers.
1.
Release Prisoners. The President may, for good and sufficient reason,
release any person imprisoned for violation of any Village ordinance,
and shall report such release with the cause thereof to the Board
of Trustees at its first session thereafter.
2.
Conserve Peace. He shall be a conservator of the peace and shall
have power to arrest or cause to be arrested, with or without process,
all persons who break the peace, or are found violating any Village
ordinance or any criminal law of the state. He shall have power to
commit arrested persons for examination and, if necessary, to detain
arrested persons in custody overnight in any safe place, or until
they can be brought before the proper judicial officer.
H.
Duty Under Diseased Animals Act. When called upon by the Director
of the Illinois Department of Agriculture, the President has the duty
to assist in carrying out the provisions of the "Diseased Animals
Act" of Illinois, being 510 ILCS 50/1 through 50/25.
I.
Election Duties.
1.
Electoral Board. He shall be a member of the Municipal Officers Electoral
Board for the purpose of hearing and passing upon objections to nominating
petitions filed in accordance with 10 ILCS 5/10-8 and shall comply
with and perform those duties set forth in 10 ILCS 5/10-9, 5/10-10.
2.
Call for Special Election. In the event there is a vacancy in an
elective office, and if for any reason there is not a quorum in office
of the corporate authorities, he may call for special election to
fill the vacancy.
