There is hereby created a Department of Police for the Village. The Department of Police may consist of a Chief of Police, a Deputy Chief, a police sergeant, police officers, clerk and such other members as may be provided for by the President and the Board of Trustees.

All full-time, paid members of the Police Department, with the exception of the Chief and Deputy Chief, shall be considered to be members of the classified service and shall be appointed, promoted and removed by the Board of Fire and Police Commissioners. All part-time and unpaid members of the Department of Police shall not be considered as members of the classified service.

It shall be the duty of the members of the Department of Police to enforce all of the provisions of this Code, ordinances of the Village, and all statutes or laws affected in the Village, and to preserve order and prevent infractions of the laws and arrest violators thereof. Every member of the Department of Police is hereby declared to be a conservator of the peace.

A. 
Regulations Established. The Chief of the Department of Police may recommend to the Village Board of Fire and Police Commissioners the adoption of rules and regulations. When said Board approves said rules and regulations, their recommendation shall be forwarded to the President and the Board of Trustees for their approval, and if the President and Board of Trustees approve such proposal, it shall be binding on all members of the Department of Police. Such rules and regulations may cover, besides the conduct of the members, uniforms and equipment to be worn or carried, hours of service, vacations and all other similar matters necessary or desirable for the operation of an efficient Department of Police.
B. 
Rewards. The Chief of Police, for meritorious service rendered by any member of the Department of Police in the proper discharge of his duty, may permit such member to retain for his own benefit, so far as he may be permitted by law, any reward or present tendered him, and it shall be cause for removal for any member of the force to receive any such reward or present without proper notice thereof to the Chief of Police and without his permission.

The Board of Police and Fire Commissioners may appoint a police matron who shall perform such duties as may be assigned to her by the Chief of Police.
