There is hereby created the Department of Building Inspection.

A. 
Stop Order. The Building Commissioner, the Building Inspector, the Electrical Inspector and the Plumbing Inspector, shall have the power to order all work stopped on construction or alteration or repair of buildings in the Village when such work is being done in violation of any provision of any ordinance relating thereto, or in violation of the Zoning Ordinance.[1] Work shall not be resumed after the issuance, of such an order except on the written permission of the Building Commissioner, provided, that if the stop order is an oral one, it shall be followed by a written stop order within an hour. Such written stop order may be served by a police officer.

B. 
Records. The Building Commissioner, Building Inspector, the Electrical Inspector and the Plumbing Inspector, shall keep careful and comprehensive records of applications of permits issued, all inspections made, all reports rendered and all rules and orders issued. The Building Inspection Department shall retain on file all permits in connection with building work so long as any part of the building or structure to which they relate may be in existence. All such records shall be open to public inspection at reasonable hours, but shall not be removed from the office of the Building Inspection Department.
C. 
Cooperation of Officials. The Building Commissioner, the Building Inspector, the Electrical Inspector and the Plumbing Inspector, may request and shall receive so far as may be necessary, in the discharge of their duties, the assistance and cooperation of the Village Engineer in fixing grades, of the Police Department in enforcing orders of the Special Prosecuting Attorney in prosecuting violations, and of other Village officers and employees.
D. 
Right of Entry. The Building Commissioner, the Building Inspector, the Electrical Inspector and the Plumbing Inspector, in the discharge of their respective duties, shall have authority to enter any building, structure or premises at any reasonable hour. Refusal of any person, firm or corporation to permit entry to any building, structure or premises by the Building Commissioner, Building Inspector, the Electrical Inspector, the Plumbing Inspector or other Village officer, as by them designated for the purpose of inspection as herein provided or violation of this section, shall be fined not less than $30, nor more than $150.
