No building or structure or any part thereof shall be occupied
until a certificate of occupancy has been issued by the Building Commissioner.
The Building Commissioner shall issue such certificate only if, after
inspection, he finds that such building or structure complies with
the provisions of this Title and all other laws of the Village and
the state, and that said building or structure has been completed
in accordance with the plans and specifications filed in support of
the application for building permit relating to said building or structure.
Such certificate shall show the permitted use for the building or
structure.

A temporary certificate may be issued for the temporary use
of a portion of a building or structure prior to the completion of
the entire structure or building.

If at any time after a certificate of occupancy has been issued
with respect to a building or structure or any part thereof or any
appurtenance thereto, the owner, or his agent, or money lender, or
prospective purchaser of said real estate shall desire to have said
real estate or premises reinspected to determine if compliance with
this Title, or all other applicable ordinances of the Village have
been or are being complied with, as well as applicable laws of the
state, application for said reinspection shall be made to the Village
Clerk on a form to be provided by the Village Clerk. The fee for said
reinspection shall be $20 payable at the time application is made.
