A. 
Right and Left Turns. The driver of a vehicle intending to turn at an intersection shall do so as follows:
1. 
Right Turns. Both the approach for a right turn and right turn shall be made as close as practicable to the right-hand curb or edge of the roadway.
2. 
Left Turns on Two-Way Roadways. At the intersection where traffic is permitted to move in both directions on each roadway entering the intersection, an approach for a left turn shall be made in that portion of the right half of the roadway nearest the center line thereof and by passing to the right of such center line where it enters the intersection or on that portion of the roadway that may be specifically designated for such purpose by appropriate markings, and after entering the intersection the left turn shall be made so as to leave the intersection to the right of the center line of the roadway being entered. Whenever practicable, the left turn shall be made in that portion of the intersection to the left of the center of the intersection.
3. 
Left Turns on Other than Two-Way Roadways. At any intersection where traffic is restricted to one direction on one or more of the roadways, the driver of a vehicle intending to turn left at any such intersection shall approach the intersection in the extreme left-hand lane lawfully available to traffic moving in the direction of travel of such vehicle or on that portion of the roadway that may be specifically designated for such purpose by appropriate markings, and after entering the intersection the left turn shall be made so as to leave the intersection, as nearly as practicable, in the left-hand lane lawfully available to traffic moving in such direction upon the roadway being entered.
4. 
When authorized markers or other indications are placed within an intersection indicating the course to be traveled by vehicles turning thereat, no driver of a vehicle shall disobey the directions of such indications.
B. 
"U" Turns Prohibited. It shall be unlawful for the operator of any vehicle to turn such vehicle in any roadway so as to proceed in the opposite direction, unless appropriate signs are erected to permit such turns.
C. 
Right and Left Turns Prohibited. Whenever authorized signs are erected indicating that no right or left turn or turn in the opposite direction is permitted, no driver of a vehicle shall disobey the directions of any such sign.
D. 
Signals Required.
1. 
No person shall turn a vehicle from a direct course upon a roadway unless and until such movement can be made with reasonable safety and then only after giving an appropriate signal in the manner herein provided in the event any other vehicle may be affected by such movement.
2. 
A signal of intention to turn right or left shall be given during not less than the last 100 feet traveled by the vehicle before turning.
3. 
No person shall stop or suddenly decrease the speed of a vehicle without first giving an appropriate signal in the manner provided herein to the driver of any vehicle immediately to the rear when there is opportunity to give such signal.
E. 
Manner of Signaling.
1. 
Any stop or turn signal, when required herein, shall be given either by means of the hand or arm or by a signal lamp or mechanical device, all of which signals shall be plainly visible and understandable in normal sunlight and at night from a distance of 100 feet to the front and rear, but shall not project a glaring or dazzling light; except that a stop signal need be visible only from the rear. No lamp signal shall be used to signal "Do Pass" to the operator of another vehicle.
2. 
All mechanical signal devices shall be self-illuminated at all times when in use.
F. 
Hand Signals. Hand and arm signals shall be given from the left side of the vehicle in the following manner:
1. 
Left turn-hand and arm extended horizontally.
2. 
Right turn-hand and arm extended upward.
3. 
Stop or decrease speed-hand and arm extended downward.

A. 
Authorized emergency vehicles.
1. 
Upon the immediate approach of an authorized emergency vehicle operated as a police or fire vehicle giving audible signal by siren, exhaust whistle or bell or when such vehicle is equipped with at least one lighted lamp displaying an oscillating, rotating or flashing beam, or upon the immediate approach of any other authorized emergency vehicle giving audible signal by siren, exhaust whistle or bell and when such other vehicle is equipped with at least one lighted lamp displaying an oscillating, rotating or flashing beam visible under normal atmospheric conditions from a distance of 500 feet to the front of such vehicle, the driver of every other vehicle shall yield the right of way and shall immediately drive to a position parallel to, and as close as possible to, the right-hand edge of curb, except on "one-way" streets where drivers shall drive as close as possible to nearest edge or curb of the roadway clear of any intersection and shall stop and remain in such position until the authorized emergency vehicle has passed, except when otherwise directed by a police officer or a fireman in the lawful exercise of his duty as provided in this Title.
2. 
This section shall not operate to relieve the driver of an authorized emergency vehicle from the duty to drive with due regard for the safety of all persons using the highway.
3. 
No person shall drive or move any vehicle or equipment upon any highway with any lamp or device thereon displaying a red light visible from directly in front thereof. This subsection shall not apply to authorized emergency vehicles. No person other than members of Municipal Police and Fire Departments shall drive any vehicle displaying a blue light thereon. Flashing lights are prohibited on motor vehicles, except as a means for indicating a right or left turn.
B. 
Intersections.
1. 
Marked and Posted Intersections. When stop signs or flashing red signals are in place at an intersection or at a plainly marked crosswalk between intersections, drivers of vehicles shall stop before entering the nearest crosswalk and pedestrians within or entering the crosswalk at either edge of the roadway shall have the right of way over vehicles so stopped. Drivers of vehicles having so yielded the right of way to pedestrians entering or within the nearest crosswalk at an intersection shall also yield the right of way to pedestrians within any other crosswalk at the intersection.
2. 
Unmarked Intersections.
a. 
The driver of a vehicle approaching an intersection shall yield the right of way to a vehicle which has entered the intersection from a different roadway.
b. 
When two vehicles enter an intersection from different streets at approximately the same time, the driver of the vehicle on the left shall yield the right of way to the vehicle on the right.
c. 
The right of way regulations as provided in subsections B1 and B2 are modified at intersections and entries to roadways where posted signs regulate the right of way as provided elsewhere in this Title.
3. 
Blocking Intersections. No operator of a vehicle shall enter an intersection or crosswalk unless there is sufficient space beyond such intersection or crosswalk in the direction which such vehicle is proceeding to accommodate the vehicle without obstructing the passage of other vehicular traffic or pedestrians, notwithstanding any traffic-control signal indication to proceed.
C. 
Stop signs. When stop signs are erected as herein provided at or near the entrance to any intersection, every operator of a vehicle shall stop such vehicle at such sign or at a clearly marked stop line before entering the intersection except when directed to proceed by a police officer.
D. 
Entrance to through street.
1. 
After the operator of a vehicle has stopped at the entrance to a through street, such operator shall yield the right of way to other vehicles which have entered the intersection from said through street or which are approaching so closely on said through street as to constitute an immediate hazard, but said operator having so yielded may proceed and the operators of all other vehicles approaching the intersection on said through street shall yield the right of way to the vehicles so proceeding into or across the through street.
2. 
After the operator of a vehicle has stopped in obedience to a stop sign, at an intersection where a stop sign is erected at one or more entrances thereto although not a part of a through street, such operator shall proceed cautiously yielding to vehicles not so obliged to stop which are within the intersection or approaching so closely as to constitute an immediate hazard, but may then proceed.
E. 
Emerging from alley, driveway or building. The driver of a vehicle emerging from an alley, driveway or building shall stop such vehicle immediately prior to driving onto a sidewalk or onto the sidewalk area extending across an alleyway, yielding the right of way to any pedestrian as may be necessary to avoid collision, and upon entering the roadway shall yield the right of way to all vehicles approaching on said roadway.
F. 
Yield right of way. Where preference is given to traffic through any intersection on any roadway and specified entrances to said intersection are designated as yield right of way entrances by the erection of yield right of way signs, the driver of a vehicle in obedience to a yield right of way sign shall slow down to a speed reasonable for the existing conditions or shall stop if necessary and shall yield the right of way to other vehicles which have entered the intersecting roadway either from the right or left or which are approaching so closely on said intersecting roadway as to constitute an immediate hazard, but said driver having so yielded may proceed at such time as a safe interval occurs.
G. 
Pedestrians
1. 
When the movement of traffic is not controlled by official traffic-control signals or a police officer, the driver of a vehicle shall yield the right of way, slowing down or stopping if need be to so yield, to a pedestrian crossing the roadway within a crosswalk when the pedestrian is upon the half of the roadway upon which the vehicle is traveling, or when the pedestrian is approaching so closely from the opposite half of the roadway as to be in danger.
2. 
Whenever any vehicle is stopped at a marked crosswalk or at any unmarked crosswalk at an intersection to permit a pedestrian to cross the roadway, the driver of any other vehicle approaching from the rear shall not overtake and pass such stopped vehicle.
3. 
Whenever stop signs or flashing red signals are in place at an intersection or at a plainly marked crosswalk between intersections, pedestrians shall have the right of way over drivers of vehicles.
H. 
Blind persons.
1. 
Any blind person who is carrying in a raised or extended position a cane or walking stick which is white in color or white tipped with red, or who is being guided by a dog, shall have the right of way in crossing any roadway, whether or not traffic on such roadway is controlled by the traffic signals, anything in this Title to the contrary notwithstanding.
2. 
The driver of every vehicle approaching the place where a blind person, so carrying such a cane or walking stick or being so guided, is crossing a roadway shall bring his vehicle to a full stop and before proceeding shall take such precautions as may be necessary to avoid injury to the blind person.
3. 
The provisions of this section shall not apply to a blind person who is not so carrying such a cane or walking stick or who is not guided by a dog, but the other provisions of this Title relating to pedestrians shall then be applicable to such person.
I. 
Funeral processions.
1. 
Identification.
a. 
All motor vehicles participating in a funeral procession, when proceeding to any place of burial, shall display illuminated headlamps thereon and shall carry on the right-hand side of the windshield thereof a card, which shall be white in color and upon which shall be printed, stamped or stained a purple cross or star, the extremities of which shall extend to the edge of such card.
b. 
It shall be the duty of the undertaker having charge of a funeral procession to supply each motor vehicle in such procession with a card as described herein.
2. 
Right of Way.
a. 
All motor vehicles so designated shall have the right of way over all other vehicles, except fire apparatus, ambulances and police vehicles, at any roadway intersection within the Village and may proceed through stop streets or signalized intersections with proper caution and safety.
b. 
No operator of a vehicle shall drive between the vehicles, persons or animals comprising a funeral or other authorized procession except when otherwise directed by a police officer. This provision shall not apply to authorized emergency vehicles as defined in this chapter.
J. 
Approaching vehicles. Drivers of vehicles proceeding in opposite directions, except as otherwise herein provided, shall pass each other to the right and upon roadways having width for not more than one line of traffic in each direction. Each driver shall give to the other at least 1/2 of the main traveled portion of the roadway as nearly as possible.

A. 
Passing on the Left. The following rules shall govern the overtaking and passing of vehicles proceeding in the same direction, subject to those limitations, exceptions and special rules hereinafter stated:
1. 
The driver of a vehicle overtaking another vehicle proceeding in the same direction shall pass to the left thereof at a safe distance and shall not again drive to the right side of the roadway until safely clear of the overtaken vehicle.
2. 
Except when overtaking and passing on the right is permitted, the driver of an overtaken vehicle shall give way to the right in favor of the overtaking vehicle on audible signal and shall not increase the speed of his vehicle until completely passed by the overtaking vehicle.
B. 
Passing on the Right.
1. 
The driver of a vehicle may overtake and pass upon the right of another vehicle only under the following conditions:
a. 
When the vehicle overtaken is making or about to make a left turn, providing there is sufficient safe clearance distance between the turning vehicle and the right edge of the roadway.
b. 
Upon any roadway with unobstructed pavement not occupied by parked vehicles of sufficient width for two or more lanes of moving vehicles in each direction.
c. 
Upon a one-way street, or upon any roadway on which traffic is restricted to one direction of movement, where the roadway is free from obstructions and of sufficient width for two or more lanes of moving vehicles.
2. 
The driver of a vehicle may overtake and pass another vehicle upon the right only under conditions permitting such movement in safety. In no event shall such movement be made by driving off the pavement or main-traveled portion of the roadway.
C. 
Passing Left of Center. No vehicle shall be driven to the left side of the center of the roadway in overtaking and passing another vehicle proceeding in the same direction unless such left side is clearly visible and is free of oncoming traffic for a sufficient distance ahead to permit such overtaking and passing to be completely made without interfering with the safe operation of any vehicle approaching from the opposite direction of any vehicle overtaken. In every event the overtaking vehicle must return to the right-hand side of the roadway before coming within 200 feet of any vehicle approaching from the opposite direction.
D. 
Keeping to the Right.
1. 
All vehicles shall be driven in the right-hand lane available for traffic or as close as practicable to the right-hand curb or edge of the roadway:
a. 
When proceeding at less than the normal speed of traffic at the time and place and under the conditions then existing.
b. 
When designed and used for transportation, pulling or hauling of freight, except when overtaking and passing another vehicle proceeding in the same direction or when preparing for a left turn at an intersection or into a private road or driveway.
2. 
Upon all roadways of sufficient width, a vehicle shall be driven in the right-hand lane available for traffic, except as follows:
a. 
When the right half of a roadway is closed to traffic while under construction or repair;
b. 
Upon a roadway divided into three marked lanes for traffic under the rules applicable thereon; or
c. 
Upon a roadway designated and sign posted for one-way traffic.
E. 
Approaching or Passing School Bus.
1. 
The driver of a vehicle upon a roadway, upon meeting or overtaking from either direction any school bus which has stopped on the highway for the purpose of receiving or discharging any school children, shall stop the vehicle before reaching the school bus when there is in operation on the school bus a visual sign as specified by law, and the driver shall not proceed until the school bus resumes motion, or is signaled by the school bus driver to proceed, or the visual signals are no longer actuated.
2. 
Every bus used for the transportation of school children shall bear upon the front and rear thereof plainly visible signs containing the works "School Bus" in letters not less than eight inches high, and in addition shall be equipped with visual signals meeting the requirements of law, which shall be actuated by the driver of the school bus whenever the brakes are applied. Such visual signals shall be actuated by the driver at a distance of not less than 100 feet immediately preceding the point at which the bus stops for the purpose of loading or discharging passengers.
F. 
Approaching Stopped Vehicle. Whenever any vehicle is stopped at a marked crosswalk or at any unmarked crosswalk at an intersection to permit a pedestrian to cross the roadway, the driver of any other vehicle approaching from the rear shall not over take or pass such stopped vehicle.

A. 
Driving in Excess of Speed Limit. No person shall drive any vehicle upon any street or public highway in the Village at a speed which is greater than is reasonable and proper with regard to traffic conditions and the use of the way or endangers the safety of any person or property.
B. 
Minimum Speed Regulations. No person shall drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic except when reduced speed is necessary for safe operation of his vehicle or in compliance with law.
C. 
Right to Establish Speed Limits. The Village Board may from time to time establish speed limits applicable to particular streets or portions of streets. It shall be the duty of the Superintendent of Streets to install and maintain appropriate signs, signals or markings on such streets or portions of streets, giving notice of the allowable speed, and it shall be a misdemeanor to exceed the maximum speed so indicated.
D. 
Use of Due Care. The fact that the speed of a vehicle does not exceed the applicable maximum speed limit does not relieve the driver from the duty to decrease speed when approaching a hill crest, when traveling upon any narrow or winding roadway, or when special hazard exists with respect to pedestrians or other traffic or by reason of weather or highway conditions; and speed shall be decreased as may be necessary to avoid colliding with any person or vehicle on or entering the highway in compliance with legal requirements and the duty of all persons to use due care.
E. 
Violation. In every charge of violation of this section by failure to observe an applicable speed limit, the complaint and also the summons or notice to appear shall specify the speed at which the defendant is alleged to have driven, and the speed limit which is applicable at the place of the alleged violation.

A. 
Bicycles or Animals. Every person riding a bicycle or an animal or driving any animal drawing a vehicle upon a roadway shall be subject to the provisions of this Title applicable to the driver of a vehicle except those provisions of this Title which by their nature can have no application.
B. 
Motorcycles or Motor-Driven Cycles. A person operating a motorcycle or motor-driven cycle shall ride only upon the permanent and regular seat attached thereto, and such operator shall not carry any other person nor shall any other person ride upon such cycle unless such cycle is designed to carry more than one person, in which event a passenger may ride upon the permanent and regular seat if designed for two persons or upon another seat firmly attached to the vehicle at the rear or side of the vehicle.

A. 
Negligent Driving. It shall be unlawful for any person to operate any vehicle upon a public way negligently, heedlessly and without due caution in a manner so as to endanger or be likely to endanger any person or property.
B. 
Reckless Driving. No person shall drive or operate any vehicle with wilful or a wanton disregard for the safety of persons or property.

A. 
No person shall participate in drag racing as an operator of a motor vehicle on any public way, or private or public parking lot in the Village.
B. 
For the purpose of this section, "drag racing" means the act of two or more persons in two or more motor vehicles competing or racing on any street or public way or in any private or public parking lot in a situation in which one of the motor vehicles is beside or to the rear of a motor vehicle operated by a competing driver and one driver attempts to prevent the other driver from passing or overtaking him. Speed and manner of driving alone shall be sufficient evidence of the violation of this section and it shall not be necessary to prove that one of the drivers so involved attempted to prevent another driver from passing him by placing his vehicle in front of another vehicle or otherwise attempted to cut off a competing driver. Drag racing shall also include a race against time by one or more individuals on any street, public way, private or public parking lot.

A. 
It shall be unlawful for any person who is a habitual user of narcotic drugs or dangerous drugs or any person who is under the influence of intoxicating liquor, narcotic drugs or dangerous drugs to drive any vehicle within the Village or to be in physical control of a vehicle within the Village.
B. 
Upon the trial of any action or proceeding arising out of acts alleged to have been committed by any person while driving or in actual physical control of a vehicle while under the influence of intoxicating liquor, evidence of the amount of alcohol in the person's blood at the time of the act alleged as shown by a chemical analysis of his breath, blood, urine, saliva or other bodily substance is admissible, and the result of any such analysis shall give rise to the following rebuttable presumptions:
1. 
If there was 0.05% or less by weight of alcohol in the person's blood, it shall be presumed that such person was not under the influence of intoxicating liquor;
2. 
If there was in excess of 0.05%, but less than 0.15% by weight of alcohol in the person's blood, such fact shall not give rise to any presumption that the person was or was not under the influence of intoxicating liquor, but such fact may be considered with other competent evidence in determining whether such person was under the influence of intoxicating liquor.
3. 
If there was 0.15% or more by weight of alcohol in the person's blood, it shall be presumed that such person was under the influence of intoxicating liquor;
4. 
The foregoing provisions of this Subsection B shall not be construed as limiting the introduction of any other competent evidence bearing upon the question whether or not the defendant was under the influence of intoxicating liquor.

A. 
Obedience to Police Officer. No person shall wilfully fail or refuse to comply with any lawful order or direction of a police officer, Fire Department official or any other authorized officer.
B. 
Following Fire Apparatus. The driver of any vehicle other than one on official business shall not follow any fire apparatus traveling in response to a fire alarm closer than 500 feet.
C. 
Crossing Fire Hose. No motor vehicle shall be driven over an unprotected hose of the Fire Department when laid down on any street, private driveway or other public way to be used at any fire or alarm of fire, without the consent of the Fire Department official in command.
D. 
Driving on Sidewalk or Median Strip.
1. 
The driver of a vehicle shall not drive within any sidewalk area or within any parkway area between a sidewalk area and the curb of a roadway, except at a permanent or temporary driveway.
2. 
No person shall ride or drive any vehicle for pleasure or business on or across any sidewalk, median strip or lawn where there is no regular approach to the same, and it shall be the duty of the owner or occupant of any premises or lot to construct good and sufficient approaches to the sidewalk where the same is necessarily crossed in gaining access to such premises or lot by any private entrance.
E. 
Driving Left of Center.
1. 
No vehicle shall at any time be driven to the left side of the roadway under the following conditions:
a. 
When approaching the crest of a grade or upon a curve in the highway where the driver's view is obstructed within such distance as to create a hazard in the event another vehicle might approach from the opposite direction.
b. 
When approaching within 100 feet of or traversing any intersection.
c. 
When approaching within 100 feet of any bridge, viaduct, tunnel or subway.
d. 
When official signs are in place directing that traffic keep to the right, or a double yellow colored center line is marked.
2. 
The foregoing limitations shall not apply upon a one-way roadway.
F. 
Unsafe Backing. The driver of a vehicle shall not back the same unless such movement can be made with reasonable safety and without interfering with other traffic.
G. 
Unauthorized Exit or Entry. No person shall drive a vehicle onto or from the roadway of any controlled access highway except at such entrances and exits as are established by public authority.
H. 
Obstructing Traffic. The operator of a vehicle shall not operate such vehicle or allow the same to remain upon any street in such a manner as to form an unreasonable obstruction to the traffic thereon.
I. 
Following too Closely. The driver of a motor vehicle shall not follow another vehicle more closely than is reasonable and prudent, having due regard for the speed of such vehicle and the traffic upon and condition of the roadway.
J. 
Unauthorized Use of Horn.
1. 
The driver of a motor vehicle shall, when reasonably necessary to insure safe operation, give audible warning with his horn but shall not otherwise use such horn at any time.
2. 
The sounding of any horn or signal device on any vehicle, except as a danger signal, or the creation by means of any such signal device of any unreasonably loud or harsh sound or the sounding of any such device for an unnecessary and unreasonable period of time, is hereby prohibited.
K. 
Obstructed Vision.
1. 
No person shall drive a vehicle when it is loaded or when there are in the front seat such numbers of persons, exceeding three, as to obstruct the view of the driver to the front or sides of the vehicle or as to interfere with the driver's control over the driving mechanism of the vehicle.
2. 
No passenger in a vehicle shall ride in such position as to interfere with the driver's view ahead, or the sides, or to interfere with his control over the driving mechanism of the vehicle.
L. 
Failure to Dim Lights. On approaching another vehicle proceeding in an opposite direction and when within not less than 350 feet of same, any person in charge of a motorcycle or motor vehicle equipped with electric headlights shall dim or drop such headlights.

A. 
No person shall use motor vehicle brakes within the Village which are in any way activated or operated by the compression of the engine of any motor vehicle or any unit part thereof.
B. 
The Director of Public Works is hereby authorized to post the appropriate signs consistent with the provisions of this section.
C. 
Emergency vehicles are exempted from this provision as well as use where necessary in an emergency for the protection of persons and/or property.
D. 
Any person convicted of violating this section shall be fined not less than $50 nor more than $500.
