The use of outdoor fireplaces or wood-burning devices which
results in the escape of smoke, soot, cinders, noxious acids, fumes,
gases, fly ash or dust in such quantities as to endanger the health
of persons of ordinary sensibilities, or to threaten or cause substantial
injury to or upon abutting or adjacent public or private property
or that of another tenant, shall constitute a violation of this chapter.
