The following terms, wherever used or referred to in this chapter,
shall have the following respective meanings, which definitions shall
apply in the interpretation and enforcement of this chapter unless
a different meaning clearly appears from the context:
BUREAU
The Youth Services Bureau.
CITY
The City of Perth Amboy.
DIRECTOR
The Director of Police of this city.
There is hereby created in the Police Department a division
or bureau designated as the "Youth Services Bureau," which shall come
under the supervision of the Director of Police. The Director shall
assign or appoint to the Bureau one (1) ranking officer of the Police
Department, who shall be in charge of the Bureau, and such other members
of the Police Department and any other personnel as may be necessary
for the efficient and effective operation of said Bureau.
The Bureau office or quarters shall be located at some suitable
place other than police headquarters and shall be open during such
hours as may be fixed by the Director.
The Bureau shall, in the best interest and welfare of juveniles,
society and the city:
A. Investigate and dispose of all cases reported to the Police Department
involving juveniles.
B. Conduct a program for the prevention of the commission of crime by
juveniles.
C. Report to the Chief of Police and Director conditions which tend
to contribute to juvenile delinquency.
D. Cooperate with and seek the cooperation of the Juvenile Court, social
agencies, groups and individuals interested and active in the rehabilitation
of juvenile offenders.
E. Notify parents, relatives or guardians, as the case may be, of a
juvenile apprehended or detained.
F. Avoid, if possible, publicity concerning a juvenile offender.
G. Keep records of all offenses committed by juveniles and juvenile
offenders.
H. Submit a written report once a month to the Chief of Police and Director
of all Bureau activities.
