Any person, partnership or corporation in the full or part-time
business of purchasing gold, silver, precious metals and gems in the
City of Perth Amboy shall maintain a written record of all purchases.
The purchaser must provide the seller with a written receipt describing
the item(s) purchased and amount paid.

Each dealer shall maintain a written record in a bound book, non-loose leaf form with all pages in numbered sequence. All entries shall be made in pen and ink. Records shall be maintained for one (1) year beginning on the day of transaction. Furthermore any items obtained by the dealer must be kept in its original condition for a minimum of sixty (60) days. The items will be subject to inspection in accordance with Section
331-5 of this chapter.
Said records shall contain the following information:

Seller is required to present two (2) forms of identification,
one of which must be photo identification. The identification must
be photocopied by the dealer and kept with the written record. Seller
must be at least eighteen (18) years of age.

The purchaser shall make the record available for inspection
to any law enforcement officer, upon demand, without the need for
advance notice. The record shall be kept at the purchaser's business
premises. Within five (5) days of the close of each calendar month
every purchaser shall deliver to the Perth Amboy Police Department
color copies of all items purchased or traded in the prior month.

A. Any business involved in the buying or selling of precious metals
must have a permit from the city. At the time of applying for the
permit, an initial fee of one hundred dollars ($100) shall be paid.
Thereafter the annual renewal fee will be one hundred dollars ($100).
B. In order to qualify for a permit, a satisfactory background check,
including fingerprinting, is required for owners and employees of
the business. At the time of filing of the permit application the
business owner and employees shall submit to fingerprinting at the
direction of the Police Department of the City of Perth Amboy. The
owner and/or employee shall be responsible for the cost. The background
check is good for three (3) years.

Any person who shall violate any provision of this chapter or
who shall fail to comply with any of the requirements thereof, shall,
upon conviction thereof, be punished by a fine not exceeding one thousand
dollars ($1,000) or by imprisonment for a term not exceeding ninety
(90) days, or both. A separate offense shall be deemed committed on
each day during or on which a violation occurs or continues.
