The provisions of this article imposing a time limit on parking
shall not relieve any person of the duty to observe other and more
restrictive provisions prohibiting or limiting the stopping, standing
or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other
New Jersey statute or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I, Section
414-31, attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule II, Section
414-32, on any day except Sundays and public holidays, upon any of the streets or parts of streets described in said Schedule II, attached to and made a part of this chapter.

No person shall stop or stand a vehicle at any time upon any
of the streets or parts of streets described in Schedule III attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule IV, Section
414-34, at any time between the hours listed in said Schedule IV, of any day except Sundays and public holidays, upon any of the streets or parts of streets described in Schedule IV, attached to and made a part of this chapter.

A. No vehicle shall be parked on the streets or parts of streets designated
in Schedule VA attached hereto and made a part of this chapter during
the hours designated in the schedule, every day of the week, for more
than two hours unless:
(1)
The vehicle is owned or operated on a regular basis by a resident
of that street.
(2)
The vehicle has a current residential parking permit displayed
on its left rear side window in such a manner as to be closely examined
by an officer.
(3)
The vehicle falls under one of the exceptions to the parking
ban.
B. The following vehicles shall be exempt from this Parking Permit Ordinance:
(1)
Contractors, service and delivery vehicles. Contractors, service
and delivery vehicles bearing the name and address of a commercial
business may park without a permit during the time they are rendering
service to a residence within the permit parking area.
(2)
Emergency vehicles. Emergency vehicles and public service, telephone
and other public utility vehicles may park within the permit parking
area during the time they are rendering service or repairs within
the area.
C. Designation of permit parking areas. Whenever the Mayor or his designee
shall determine that certain streets exclusively or primarily servicing
residential land uses, or portions of such streets, are being used
for parking by the operators of vehicles who do not reside on said
streets and that the average number of such vehicles parking in such
manner is in excess of 25% of the number of parking spaces on such
streets and that the total number of parking spaces actually occupied
exceeds 65% of the total number of parking spaces on such streets
on the weekdays of any month, as disclosed by an engineering or traffic
study, then the Mayor or his designee shall recommend to the City
Council that such streets be included within this section.
D. Administration. Application for parking permits under this section
shall be made in writing on forms provided by the Perth Amboy Parking
Authority. Permits shall be granted only under the following terms
and conditions:

(1)
To persons who are residents on said street or portion thereof
upon which parking is restricted by this section, a permanent permit,
valid for one year, shall be issued for every vehicle owned or principally
operated by such person. A permit expires on December 31 of the year
designated on the decal.
E. Violations and penalties. Any person, firm or corporation who shall
violate any of the provisions of this section or any supplement thereto
shall, upon conviction, be punished by a fine not to exceed $50, and
each violation of any of the provisions of this section and each day
that a violation continues shall be deemed and taken to be a separate
and distinct offense.

For purposes of street cleaning, no person shall park a vehicle
between the hours specified in Schedule XXI of any day, except Saturdays,
Sundays and public holidays, upon any of the streets or parts of streets
described in said Schedule XXI, attached to and made a part of this
chapter and ordinance.

No person shall park a truck or vehicle over four tons, 8,000
lbs., gross weight, trailer, semitrailer truck to which equipment
is attached, buses, mobile homes, pop-up campers, or boats upon any
street between the hours of 6:00 p.m. to 6:00 a.m.

Any person, firm or corporation who or which shall violate any
of the provisions of this article shall, upon conviction, be punished
by a fine not to exceed $500 or by imprisonment in the county jail
for a period not to exceed 90 days, or by both such fine and imprisonment,
and each violation of any of the provisions of this chapter and each
day there is a violation thereof shall be deemed and taken to be a
separate and distinct offense.

No vehicle shall be parked at any time on the southerly side
of Lawrie Street beginning at a point 35 feet west of the westerly
curbline of Groom Street extending to a point 522 feet west thereof,
except that parking shall be permitted for emergency vehicles such
as police, fire and ambulance.

All parking, unless designated as reserved or handicapped, shall
be limited to two-hour parking between 9:00 a.m. and 6:00 p.m. Monday
to Saturday. All parking regulations in this area shall be enforced
by the Perth Amboy Police Department and/or the Perth Amboy Parking
Authority.

A. No vehicle shall be parked in the designated 12 permit parking spaces
located at the northeast corner of the Public Safety Complex Parking
Lot without a permit.
B. The cost of a parking permit shall be at the rate of $55 per month.
C. Parking in spaces in violation of any posted restrictions shall be
in violation of this section.
