Annually, following the reorganization meeting, the Council
President shall, after consultation with other members of the Borough
Council, designate a member or members of the Council as the appropriate
liaison to the various departments, offices, boards, committees and
advisory bodies of the borough.
The appropriate liaison of the Borough Council assigned to each
such department, office, board, committee and advisory body of the
borough shall, subject to the provisions of statute or other specific
ordinances of the borough, have the responsibility (and authority)
to provide for the orderly operation of the activities under their
assignment.
The supervisors, officers, and employees performing functions
under the responsibility of the appropriate liaison shall consult
with and take guidance from the appropriate liaison subject always
to the ultimate control of the full Borough Council.
Notwithstanding any other provision of law or regulation, nothing
in this section of the Code of the Borough of Pine Beach shall be
interpreted as contrary to the provisions of N.J.S.A. 40A:60-5(a)
citing the Mayor as the head of the Borough Government or construed
to inhibit or restrict the ability of the Mayor to exercise appropriate
authority in directing the supervisors, officers and employees performing
the functions proscribed in accordance with the ordinances, resolutions,
policies or appropriations directives adopted by the governing body.

A. Attendance
Policy. An Attendance Policy is hereby adopted in the Borough of Pine
Beach applicable to all elected and appointed members of any municipally
created board, commission and/or committee.
B. Attendance
at meetings required; removal.
(1) Attendance at meetings required. In the event that any elected and/or
appointed member shall fail to attend three consecutive, regular scheduled
meetings, a motion to remove that member(s) shall be automatically
placed on the agenda for the next regular meeting without further
notice; and should the vote be to remove the member, the member's
seat shall become vacant until a replacement is appointed as required
by state or local law.
(2) Percentage of meetings required. In the event that any member shall
fail to attend to at least 60% of the annually scheduled regular meetings
in a given year, then that member(s) shall be automatically removed
at the end of the calendar year without further notice, and the member's
seat shall become vacant until a replacement is appointed as required
by state or local law.
(3) Medical absences exempted. Only significant medical absences/hospitalization
for the member or an immediate family member shall be accepted in
lieu of attendance on regular meeting dates. Such absences shall not
be considered in a determination for removal as outlined above.

A. Establishment
of Direct Deposit Program. All full time and part-time employees and
elected public officials who receive compensation from the Borough
of Pine Beach are mandated to have direct deposit of their net pay
effective September 1, 2016 in accordance with P.L. 2013 c. 28. Compensation
shall be deposited directly into each employee's specific banking
institution based upon information provided by the employee.
B. Information
to be provided to employees. The Chief Financial Officer shall make
available for such employees who have net pay directly deposited,
any information concerning net pay, any accompanying information approved
for distribution with net pay, and W-2 forms in accordance with applicable
federal law.
C. Exemptions
to direct deposit. Seasonal and temporary employees shall not be provided
with their compensation through direct deposit.
