There is hereby established in the Borough of Pine Beach, County
of Ocean and State of New Jersey, a municipal sewer utility for the
purpose of providing and operating a wastewater collection system
for the Borough of Pine Beach as defined in N.J.S.A. 40A:1-1, which
purpose shall be deemed a self-liquidating purpose pursuant to the
provisions of the New Jersey Local Bond Law (N.J.S.A. 40A:2-7, Subdivision
h, and N.J.S.A. 40A:2-45 et seq.).
The Borough of Pine Beach, acting through said municipal sewer
utility, shall have and exercise all of the rights, privileges and
powers pertaining to municipal sewer utilities as set forth in N.J.S.A.
40:63-1 et seq., its supplements and amendments, and pursuant to any
other laws applicable to a municipal public utility.

The Superintendent of the Sewer Department shall exercise general
supervision of the operation and maintenance of the wastewater collection
system, including machinery, equipment, pumps, pipes and all other
mechanical features appertaining thereto. The Superintendent shall
execute all orders of said Borough Council regarding the duties and
general management of the Sewer Department. He/she shall report all
work done in said Department, including all materials purchased and
sold, all main extensions, laterals, manholes and connections made
and other pertinent data and keep a complete record thereof. The Superintendent
shall be responsible to make analysis reports when required under
the rules of the State Department of Health and file such reports
with said Department as shall be required. The Superintendent shall
have power to issue requisitions for the purchase of materials and
supplies in accordance with instruction from the Borough Council.
He/she shall keep a permanent record of the location of all sewer
lines, laterals and every other thing thereunto appertaining to said
wastewater collection system.
