The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.

No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XII (§ 166-40) and Schedule XXII (§ 166-50), attached to and made a part of this chapter.
No person shall stop or stand a vehicle upon any of the streets or parts of streets described in Schedule XIII (§ 166-41), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XIV (§ 166-42) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XIV, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XV (§ 166-43) at any time between the hours listed in said Schedule XV of any day, unless otherwise indicated, upon any of the streets or parts of streets described in Schedule XV, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XVI (§ 166-44) except at the angle designated and only within the painted white stall lines.
The locations described in Schedule XVII (§ 166-45), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XVIII (§ 166-46), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XIX (§ 166-47), attached to and made a part of this chapter, are hereby designated as bus stops.
Except when necessary to avoid conflict with other traffic or in compliance with the directions of a traffic or police officer or traffic sign or signal, no operator of a motor vehicle shall stand or park a vehicle in any space appropriately marked for vehicles for the physically handicapped pursuant to N.J.S.A. 39:4-197.5, at such locations as described in Schedule XX (§ 166-48) attached to and made a part of this chapter unless the vehicle is authorized by law to be parked therein.

A. 
Purpose. The purpose of this section is to regulate restricted or handicapped parking spaces within the Borough of Pine Beach.
B. 
Definitions.
ELIGIBLE HANDICAPPED PERSON
A handicapped person who is the holder of an identification card issued by the Motor Vehicle Commission pursuant to N.J.S.A. 39:4-205 or the holder of a permit issued by a municipality pursuant to N.J.S.A. 39:4-197.7.
RESTRICTED PARKING SPACE
A parking space which the state or borough has established for the exclusive use of a handicapped person.
C. 
Prohibition. It shall be prohibited for any person to park a motor vehicle in a restricted parking space unless that person is an eligible handicapped person.
D. 
Penalty. Any person convicted of violating this act shall be liable for a fine of $250 for the first offense, and a fine of $250 plus a maximum of 90 days community service for all subsequent offenses.
