A. The charges for all water hereinafter billed by the City of Perth

A. All water/wastewater bills and all repair bills are payable in form
of cash, check, or money order to the City of Perth Amboy Water Department
at the office of the Tax Collector located at 260 High Street. Payments
can also be made by mail or online. Checks and/or money orders can
also be left at the white drop-off box outside the front doors of
City Hall. Online payments can be made on our website: www.perthamboynj.org. Bills are due upon presentation and interest charges will commence
15 days after the billing date appearing on the invoice. Interest
will be charged at the same rate as delinquent taxes upon real estate,
and such charges shall be a lien upon the premises connected until
paid, and the City of Perth Amboy shall have the same remedies for
collection thereof with interest, costs and penalties, as it has for
collection of taxes upon real estate.
B. If an account has an outstanding balance of $50 or higher and is
not paid within 30 days after the due date of the bill, the water
shall be turned off. The water will not be turned on until the bill
is paid in full or a payment arrangement has been made with the Water
Utility and has been approved by the City of Perth Amboy. A fee of
$25 will be charged to turn the water back on. In the event that any
work has to be done in the process of turning the water off for nonpayment
or when turning it back on, all costs incurred, including labor, material,
equipment, concrete restoration, etc., will be charged to the property
owner in accordance with the fees stated in Ordinance #1569-2011,
Section 418.6. Labor for repairs done after normal working hours,
Holidays, and weekends, will be charged at an overtime rate and material
and equipment at the rates listed in the previously referenced ordinance.
C. Water and sewer may not be discontinued unless written notice giving
the customer at least seven days notice prior to the proposed discontinuance
is provided. Good faith effort will be made to determine which of
its residential customers are 65 years of age or older and a good
faith effort will be made to notify such customers of discontinuance
of service by telephone in addition to notice by regular mail. This
effort may consist of tagging customer accounts, whose age has been
verified through senior programs, with a "do not discontinue" tag.
D. Water and sewer service shall not be discontinued because of nonpayment
of bills in cases where a charge is in dispute, provided that undisputed
charges are paid and a request is made to the water utility billing
department within five days for investigation of the disputed charge.
E. A residential service shall not be discontinued except between the
hours of 8:00 a.m. and 4:00 p.m. Monday through Thursday, unless there
is a safety related emergency. There shall be no involuntary termination
of services on Fridays, Saturdays and Sundays or on the day before
or on a holiday absent such emergency.
F. The occupant of a multiple family dwelling has the right to be notified
of a pending service discontinuance at least seven calendar days prior
to the service being discontinued. They will be notified both in writing
and by tagging. The City will make a good faith effort to tag each
individual unit, access permitting.

There shall be no exemptions for charges for the water and sewer
service nor discounts of any type for any type of user. A 5% discount
will be extended to Senior Citizens (age 65 and over) who qualify
for the $250 annual tax deduction. Discounts only apply to the account/unit
where the senior citizen resides within the property receiving the
tax deduction. No other discounts will apply.

All materials including, but not limited to, copper
tubing, fittings, all materials used during restoration, repair clamps,
hydrants, valves, and any material used during repairs/replacement
of a water service line, fire hydrant, valve or mains shall be charged
at the current cost to the Water Utility.
All invoices for services provided will include the total hours
per employee and the total hours that the equipment was assigned to
that particular job. For example, if a vehicle was at a job for four
hours, the charges will be four times the hourly rate for that vehicle.
Materials are charged at cost to the Water Utility.

B. Final Water
Bills are to be scheduled at least 48 hours prior to any closing.
The meter reader must enter the property and inspect the meter and
obtain a meter reading. Without the inspection, this final read will
not be considered valid. A fee of $15 will be assessed for all closings,
whether performed or not. Twenty-four (24) hour notice must be given
for cancellations otherwise the fee will be imposed, and a second
fee will be charged for the rescheduled appointment. All other fees
and costs will remain the same as written in Ordinance 1569-2011.
