A. 
Regulation for the movement and the parking of traffic on municipal property and Board of Education property.
(1) 
In accordance with the provisions of N.J.S.A. 39:4-197, 39:4-198 and 39:4-183.27, the following municipal and Board of Education property shall have the movement of traffic controlled by the type of regulation indicated. No person shall operate or park a vehicle in violation of the regulation indicated.
(2) 
In accordance with the provisions of § 228-30A(1), the provisions of Subtitle 1 of Title 39 are hereby made applicable to the following properties:
(a) 
Parks Department, 44 Park Avenue.

All vehicles must park only in designated areas and between the lines provided.

Stop intersections. The following intersections are hereby designated as stop intersections:

Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exit ways, loading zones, oil fills, any grass area or pedestrian walkway or present in any way a safety or traffic hazard may be moved by towing the vehicle at the owner's or operator's expense.

Reserved Parking Lot C. The parking lot has reserved parking for various types of vehicles which must be properly identified as per the site plan. The reserved status of this lot shall be Monday through Friday (7:30 a.m. to 4:30 p.m.).

B. 
Regulation for the movement and the parking of traffic on private property open to the public. In accordance with the provisions of N.J.S.A. 40:48-2.46, the following private property that is open to the public and to which the public is invited shall have the movement of traffic controlled by the type of regulations indicated. No person shall operate or park a vehicle in violations of the regulations.

Handicapped parking. All stalls shall be 12 feet wide as shown on the attached site plan and signed with the R7-8 and R7-8p (reserved parking sign and penalty plate), in the designated parking areas for persons who have been issued the handicapped parking permit by the Division of Motor Vehicles.
(b) 
Reserved parking. All vehicles that are granted specialty parking in this section such as police vehicles, ambulances, teachers, etc., must be properly identified, and the reserved parking spaces must be shown on the attached site plan.
(c) 
Speed limits.

The speed limit in both directions of traffic in the parking lot(s) shall be 15 miles per hour.
[2] 
Regulatory and warning signs shall be erected and maintained to effect the above-designated speed limits authorized by the New Jersey Department of Transportation.
(d) 
Tow away zones. Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, oil fills, any grassy area, pedestrian walkway, or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owners or operators expense.
(e) 
All signs, posts or other necessary materials be installed and paid for by the applicant. All signing shall conform to the current Manual on Uniform Traffic Control Devices pursuant to N.J.S.A. 39:4-198 and N.J.S.A. 39:4-183.7.
(f) 
Unless another penalty is expressly provided for by New Jersey statute, every person convicted of a violation of this subsection or any supplemental ordinance thereto shall be liable to a penalty of not more than $50 or imprisonment for a term not exceeding 15 days, or both.
(10) 
Pursuant to the authority of N.J.S.A. 39:5A-1, the Cambridge Heights Umbrella Association, 1 Cambridge Drive, Nutley, New Jersey 07110, has filed a written consent with the Township of Nutley, Essex County, that the provisions of Subtitle One of Title 39 of the revised statutes of New Jersey be made applicable to the semipublic roads, streets, driveways and parking lots at Cambridge Heights of Nutley, located in the Township of Nutley, County of Essex, and the following regulations shall be enforceable:

D. 
Signs and pavement markings. The owner of the premises referred to in Subsections B and C shall provide and install signs and pavement markings as required, which signage and markings shall be in accordance with the Manual on Uniform Traffic Control Devices. The cost of procurement and installation of the signs and pavement markings shall be the responsibility of the owner of said property. The owner shall subsequently to the initial procurement and installation maintain such signs and pavement markings in good condition at no cost or expense to the Township. The owner shall be responsible for the repair and restoration or replacement of the same.
