The following boards, commissions and authorities are hereby
continued in accordance with previously approved laws and/or ordinances
and are assigned to the Departments indicated for liaison and supporting
administrative services, as required:
(a) Department of Administration.

City Employee Pension Board.
(b) Department of Public Safety.
(2)
Fire Prevention Board of Appeals.
(3)
Housing Board of Appeals.
(c) Department of Public Works.

City of Lebanon Authority.

Plumbing and Heating Board of Appeals.
(6)
Electrical Board of Appeals.
(d) Any board, commission or authority not specifically mentioned above
shall be assigned to the Department of Administration.

The Council shall create or revise various boards, commissions,
authorities and other agencies by amending this article.

(a) The appointment of members of all boards, commissions and authorities
shall be as provided in the charter, laws or this article.
(b) A member may forfeit his membership if he lacks at any time the qualification
to serve or is convicted of a felony or fails to attend at least three
consecutive regular meetings without being excused.
(c) The terms of no more than a simple majority of the membership shall
expire during the same calendar year.
(d) Any vacancy shall be filled by the Mayor for the remainder of the
unexpired term.
(e) With the exception of the City of Lebanon Authority, the members
shall serve without compensation, except as otherwise provided by
law, the charter or ordinance. Members may be reimbursed for any reasonable
expenses incurred in the performance of their duties. Said expenses
shall be approved in advance.
(f) Members shall be residents of the City. However, members of the Crime
Commission are excluded from this requirement.
(g) Whenever Lebanon City Council is required to take action under the
Codified Ordinances or the City of Lebanon Home Rule Charter within
a prescribed period after notice is given to Council by the Mayor
and the notice is served by United States mail, the prescribed period
shall begin to run three days after the mailing of the notice.
(h) The Mayor shall communicate to City Council his/her appointment to
any authority, commission, or board only after the expiration of an
existing member's term or the effective resignation date for
an existing member. Said appointment shall serve unless rejected by
City Council within 30 days from the receipt of the Mayor's communication
to City Council.

Each board and commission shall provide for rules and regulations
governing its operation. Such rules and regulations shall provide
for the keeping of records pertaining to its duties, the conduct of
meetings and public hearings and a periodic reporting to the residents
of the City and the Mayor. All such rules and regulations shall be
effective on the date of submittal to the City Clerk.
