HOODING
The covering of a meter with a sign or plastic bag or by
any means whatsoever for the purpose of reserving a parking space,
escaping payment of parking fees or fines, or in any way restricting
parking by the general public. Hooding is authorized when it is done
in conformance with this article and any administrative procedures
established under this article as approved by Council. Hooding is
unauthorized when it is not done in accordance with this article and
any administrative procedures established under this article as approved
by Council.
METER SIGN
Any officially authorized sign issued by the City of Lebanon.

The reservation of metered space on a daily basis is hereby
established. The reservation of such space shall be strictly in accordance
with the provisions of this article and any administrative procedures
established under this article. The reserved meter space shall be
designated by placing a meter sign over the meter head containing
the timing mechanism.

The use of a meter sign is authorized and permitted only when
it is necessary to reserve space in close proximity to a given location.
It is hereby declared to be the intent of Council to prohibit
the use of meter signs on a continuing day-to-day basis by businesses
or residents to provide themselves or their patrons reserved parking.
It shall be considered a prerequisite to the issuing of a meter sign
that its use be of a temporary nature for the purpose of accomplishing
a specified project.

A reservation fee of $5 per day per meter sign is hereby established.

Meter signs may be used on any day of the week and at any time
during the period for which they are issued.
The authorized use of meter signs exempts the user thereof from
prosecution due to violations of the ordinances covering parking meters.
The use of a meter sign shall not provide immunity from prosecution
for violations of any other section of these Codified Ordinances or
the laws of the Commonwealth of Pennsylvania.

(a) The Department of Public Works is hereby authorized to issue meter
signs and is charged with the duty of maintaining such records and
developing such administrative procedures as deemed necessary for
proper control.
(b) Meter signs will be issued daily in the Department of Public Works
during regular business hours except Saturdays, Sundays and holidays.
(c) A limit of 10 signs per location is hereby established for reservation
of meter space. However, special exceptions of more than 10 signs
per location may be made with the approval of the Chief of Police,
Director of Public Works, or the Mayor.

Council may at its discretion, by resolution, provide for special
exceptions to this article or for meter sign rental on an annual basis.
Council may in such resolution limit parking to specific locations.

Notwithstanding any foregoing provision of this article, no
meter sign may be placed on any red meter head.

No provisions of this article shall be construed to prohibit
or limit the authority of the Chief of Police or the Department of
Public Works or their designees to hood meters where such hooding
is necessary to the public safety or health or to provide for the
safe or orderly movement of traffic. Hooding meters by the Police
Department of Department of Public Works for the above purposes may
be done in any manner which, in the judgment of the Chief of Police
or Director of Public Works-City Engineer provides adequate notice
to motor vehicle operators that limited parking regulations are in
effect.

Each meter sign shall be clearly marked, at its issuance, with
the date upon which the reservation of meter space shall expire. Use
of a meter sign after that date shall constitute a violation of this
article. The person reserving such space shall be responsible for
the proper hooding of the meter during the time reserved and at the
place reserved. The use of any sign at a location not reserved will
constitute a violation of this article. Meter signs are the responsibility
of the person reserving such space and should any meter sign be lost
or stolen, it is the sole responsibility of the person reserving the
space to acquire another meter sign. No refund will be permitted for
lost or stolen meter signs and the same fees are applicable for replacement
of meter signs issued as applied to the original issuance. Persons
reserving meter space shall be responsible for removing and destroying
the meter sign upon expiration of same.

(a) Funeral homes and churches located within the City are hereby exempted from the provision of Section
516.04 for the use of parking meter bags/signs in front of churches during funerals and Sunday church services.
(b) The following regulations shall govern the use of parking meter bags/signs
by funeral homes in the vicinity of churches during funeral services:
(1)
An annual fee of $60 per funeral home is hereby established
for the use of parking meter bags/signs during funeral services in
the vicinity of churches located within the City.
(2)
Funeral homes shall provide their own meter bags/signs and do
their own bagging.
(3)
A maximum time limit of four hours is hereby established.
(4)
No more than 10 parking meter bags/signs may be used for any
funeral without approval of the Chief of Police or his designated
representative.

(c) The following regulations shall govern the use of parking meter bags/signs
in front of churches located within the City during Sunday church
services:
(1)
There shall be no charge for the use of parking meter bags/signs
by churches during such Sunday service.
(2)
A limit of two bags/signs per church for such use is hereby
established.
(3)
Churches shall provide their own meter bags/signs and do their
own bagging.

Any person hooding a meter in any manner not authorized by this
article shall, upon conviction before a district justice, be sentenced
to pay a fine of $50 and the costs of prosecution and/or be imprisoned
for five days.
Whoever violates any of the provisions of this article by improper
use of a meter sign shall, upon conviction before a district justice,
be sentenced to pay a fine of $20 and the costs of prosecution and/or
shall be imprisoned for two days and shall have the privilege of renting
meter signs revoked for a period of one year from the date of conviction.
