(a) All day-use areas are open to the public from dawn to dusk unless
otherwise posted.
(b) Hunting, trapping and the discharging of any type of firearm, airgun,
slingshot, explosive, fireworks, or bow and arrow is prohibited, unless
otherwise permitted.
(c) Pets are permitted provided they are on a leash not exceeding six
feet in length and attended at all times and must be controlled to
the extent that they will not cause injury to any person, another
person's property, or molest, or injure wildlife. The owner or
handler of any dog shall immediately clean up and properly dispose
of any dog feces. The controlled training of unleashed dogs in Stoever's
Dam Park is permitted in designated areas.
(d) Trash, garbage, and all other litter shall be placed in containers
provided for this purpose, and shall be limited to materials accumulated
during use of the facility. Glass containers are prohibited in all
City parks.
(e) Open fires are permitted only in properly designated areas. Hot coals
from charcoal grills shall be disposed of in a safe manner. Fires
shall be attended at all times, and shall be fully extinguished prior
to leaving the area. A large or uncontrolled fire is prohibited.
(f) The removal, molesting, harassing, disturbing, injuring, or damaging
of anything natural or physical, whether animate or inanimate on land
or in water, or defacing, destroying, altering, or removing any man-made
object is prohibited. The feeding of wildlife, including waterfowl,
shall be prohibited in all City-owned parks.
(g) Drivers of motor vehicles conforming to the Pennsylvania Vehicle
Code shall not exceed five miles per hour and shall only use roads
and parking areas open to the public, and shall not block gates or
other traffic. Unlicensed vehicles and snowmobiles are prohibited
except in designated areas. The use of motorized pedalcycles, motorcycles,
or other types of nonlicensed motor vehicles is prohibited. The use
of a motorized wheelchair operated by a person with a disability shall
be permitted.
(h) Boisterous, immoral or indecent conduct is prohibited.
(i) Camping is permitted only in designated areas. A camping permit shall
be obtained from the administrative offices or other designated sites.
No person shall erect or maintain a tent or mobile camper without
obtaining a permit. The fee for a camping permit shall be in accordance
with the fee established by Lebanon City Council. A camping "day"
shall begin at 12:00 noon and end at 12:00 noon of the following day.
The maximum length of a stay on a permit is one week. Upon the expiration
of the one-week period, no person shall be permitted to apply for
a new camping permit for a period of four days. The renewal or extension
of a permit shall be at the sole discretion of the Director of Administration-Assistant
to the Mayor or his/her authorized designee. Trailer sites shall be
solely occupied by mobile campers and shall be limited to one trailer
per site. Tents and trailers shall not be erected or left unattended
in the Park for more than three days and shall not be used to reserve
a specified site for future use.
No person under the age of 18 may camp at Stoever's Dam
Park without the direct and constant supervision of a parent or guardian,
unless other specific arrangements are made with the Park Police prior
to the date of camping. Pets may not stay overnight in the camping
area. Persons visiting permitted campers shall leave the camping area
no later than 10:00 p.m.
(j) Alcoholic beverages are prohibited. Employees and/or authorized representatives
of the City of Lebanon, City of Lebanon Police Department, and North
Lebanon Township Police Department reserve the right to inspect coolers,
ice chests, or any other containers for alcoholic beverages and/or
glass containers.
(k) Swimming, wading, or wading to fish in the waters of the park is
prohibited unless otherwise designated.
(l) Boat launch parking area is reserved for vehicles towing and/or carrying
boats only. Boating is permitted in designated areas for small craft
17 feet and under. Inflatable boats less than seven feet in length
with less than two air chambers and designed primarily as swimming
aids are prohibited. Motors, with the exception of electric motors,
are prohibited. All craft shall meet U.S. Coast Guard requirements.
Children less than 12 years of age and under shall wear a Type I,
II, or III personal flotation device (PFD) of proper size in accordance
with the Pennsylvania Fish and Boat Commission regulations.
(m) Fishing is permitted at the small pond along Theater Drive at Stoever's
Dam Park, and at Northeast Park in accordance with the Pennsylvania
Fish and Boat Commission Code. The use of a bow and arrow or the taking,
catching, killing or possession of crayfish, frogs, reptiles and turtles
is prohibited. Fishing from the dam breast, the footbridge over the
spillway, and the north siltation pond at Stoever's Dam Park
shall be prohibited. Ice fishing is permitted at Stoever's Dam
Park when suitable and safety conditions exist. Ice skating at Stoever's
Dam Park shall be prohibited.
(n) Horseback riding is prohibited in all parks except at Stoever's
Dam Park, where areas are specifically designed for that purpose.
(o) No person shall sell or offer for sale any merchandise, article,
or any item whatsoever in any City park or City-operated recreation
area. This regulation shall not apply to authorized concessionaires
who have obtained the applicable licenses and/or permits.
(p) No person or persons shall wash, wax, or do any type of mechanical
repairs to their vehicle while in the Stoever's Dam Park area.
(q) Bicycles shall yield to pedestrians and shall stay to the outside
of the trail (walking path) at Stoever's Dam Park.
(r) Throwing stones, sticks, or any discarded material into any waters
is prohibited.
(s) Any person who violates any park regulation or rule or disregards
lawful instructions or warnings given by an authorized representative
of the City of Lebanon or North Lebanon Township may be directed to
leave the park area. This section does not preclude prosecution or
other legal action under the applicable laws of the Commonwealth of
Pennsylvania, City of Lebanon, or North Lebanon Township.
(t) Any person refusing to leave the park area after receiving an order
for lawful cause to leave from an authorized person, or a person who
received a notice by certified or registered mail or a personal service
banning such person from entering or using any park facility for a
period to be determined by the City of Lebanon and has not filed a
notice of appeal regarding such order and further ignores such notice
and returns, shall be in violation of this article.
(u) No bare feet are permitted in the parks.
(v) No person is permitted to carry any kind of lighted pipe, cigar,
cigarette or any other lighted smoking equipment, including electronic
cigarettes or similar devices, within 25 feet of athletic fields,
athletic courts, and playground areas.
(w) The use of inflatable bounce houses, trampolines, and similar equipment
is prohibited unless a hold harmless agreement and certificate of
liability insurance in a minimum amount of $500,000 naming the City
of Lebanon and Coleman Memorial Park Board of Trustees, if applicable,
as an additional insured is submitted to the City of Lebanon Department
of Administration no less than seven days prior to the event.

The following rules and regulations are hereby established for
the play areas located at Sixth and Crowell Streets and Third and
Crowell Streets:
(a) Only children 10 years of age and under will be permitted in the
play area.
(b) Children five years of age and under must be accompanied by a parent
or legal guardian.
(c) Glass containers are prohibited.
(d) Bare feet are prohibited.
(f) The play area is open to the public from dawn to dusk, unless otherwise
posted.
(g) No person is permitted to carry any kind of lighted pipe, cigar,
cigarette, including electronic cigarettes or similar devices.

Rules and regulations for City mini-parks and the Orchard Avenue
and Liberty Street Pedestrian Malls are established as follows:
(a) All mini-parks are closed to use by the public between the hours
of 9:00 p.m. and 7:00 a.m., unless otherwise designated. The Liberty
Street Pedestrian mall shall be limited to pedestrian traffic only
between 9:00 p.m. and 7:00 a.m.
(b) Pets are permitted provided they are on a leash not exceeding six
feet in length and attended at all times.
(c) Trash, garbage and all other litter shall be placed in containers
provided for this purpose, and shall be limited to materials accumulated
during use of the facility.
(d) The removal, molesting, injuring or damaging of anything natural
or physical or defacing of public property shall be punishable by
arrest, fine or both.
(e) Boisterous, immoral or indecent conduct is prohibited.
(f) Alcoholic beverages are prohibited.
(g) Glass containers are prohibited.

Mini-parks are hereby established on the landscaped and grassy
areas of the Seventh and Cumberland Streets parking lot, the Ninth
and Cumberland Streets parking lot, on the northwest corner of Ninth
and Cumberland Streets, and on the northwest corner of Ninth and Mifflin
Streets. Maps showing the exact location of such mini-parks are attached
to and hereby made part of the ordinances establishing such parks.

the Skatepark located in the vicinity of Lincoln Avenue and DeHuff
Street:
(a) The Skatepark is open to the public from dawn to dusk unless otherwise
posted.
(b) Trash, garbage, and all other litter shall be placed in containers
provided for this purpose, and shall be limited to materials accumulated
during use of the facility. Glass containers are prohibited.
(c) Alcoholic beverages are prohibited. Employees and/or authorized representatives
of the City of Lebanon and the City of Lebanon Police Department reserve
the right to inspect coolers, ice chests, or any other containers
for alcoholic beverages and/or glass containers.
(f) Bare feet are prohibited.
(g) The Skatepark is for the sole use of skateboarding and in-line skating.
Proper safety equipment shall be worn at all times.
(h) Boisterous, immoral or indecent conduct is prohibited.
(i) No person shall sell or offer for sale any merchandise, article,
or thing whatsoever in the Skatepark. This regulation shall not apply
to authorized concessionaires.
(j) Skateboard at your own risk.

Whoever violates any provision of this article shall be fined
not less than $50 nor more than $300, and/or shall be imprisoned not
more than 90 days. Furthermore, nothing in this article shall be deemed
to in any way limit the right of the City to revoke the privilege
of an offender to use the parks and enforce that revocation under
the appropriate Commonwealth criminal trespass statutes.
