(a) 
Any drain or conveyance, whether on the surface or subsurface, that allows any nonstormwater discharge, including sewage, process wastewater, and washwater, to enter the regulated municipal separate storm sewer system (MS4) or to enter the waters of this commonwealth is prohibited.
(b) 
No person shall allow, or cause to allow, discharges into the regulated MS4, or discharges into waters of this commonwealth, which are not composed entirely of stormwater, except:
(1) 
As provided in Subsection (c) below; and
(2) 
Discharges allowed under a state or federal permit.
(c) 
The following discharges are authorized unless they are determined to be significant contributors to pollution to the regulated MS4 or to the waters of the commonwealth:
(1) 
Discharges from firefighting activities.
(2) 
Potable water sources, including water line flushing.
(3) 
Irrigation drainage.
(4) 
Air-conditioning condensate.
(5) 
Springs.
(6) 
Water from crawl space pumps.
(7) 
Basement sump pumps, pumping groundwater only.
(8) 
Pavement washwaters where spills or leaks of toxic or hazardous materials have not occurred (unless all spill material has been removed) and where detergents are not used.
(9) 
Diverted stream flows.
(10) 
Flows from riparian habitats and wetlands.
(11) 
Uncontaminated water from foundations or from footing drains.
(12) 
Lawn watering.
(13) 
Dechlorinated swimming pool discharges.
(14) 
Uncontaminated groundwater.
(15) 
Water from individual residential car washing.
(16) 
Routine external building washdown (which does not use detergents or other compounds).
(d) 
In the event that the City or DEP determines that any of the discharges identified in Subsection (c) above significantly contribute pollutants to the regulated MS4 or to the waters of the commonwealth, the City or DEP will notify the responsible person(s) to cease the discharge.

For new construction, roof drains and sump pumps shall not connect directly to streets, sanitary or storm sewers or roadside ditches in order to promote overland flow and infiltration/percolation of stormwater. When it is not practical for roof drains and sump pumps to discharge to vegetative areas or infiltration BMPs, the City may permit roof drain and sump pump connections to streets, storm sewers or roadside ditches on a case-by-case basis upon recommendation by the City Engineer.

No person shall modify, remove, fill, landscape, or alter any SWM BMPs, facilities, areas, or structures without the written approval of the City of Lebanon, the Lebanon County Conservation District, and the DEP [if DEP permit(s) applies].
