A. 
Any person aggrieved in any manner by an alleged violation of any of the provisions of this chapter may file with the Village Clerk a complaint which shall state at a minimum the following:
1. 
The name and address of the complainant;
2. 
The name and address of the person against whom the complaint is brought, if known to the complainant;
3. 
The alleged facts surrounding the alleged violation; and
4. 
The names and addresses of all persons believed to have knowledge concerning the alleged facts.
B. 
Upon receipt of a complaint, the President and Board of Trustees shall then assign such staff or Board member to investigate the complaint and report their findings to the Board along with recommendations of actions to be taken by the Village within 60 days of the receipt of said complaint by the Village Clerk. Such actions may include, but not be limited to, the filing of a complaint in the Circuit Court of Cook County for an order compelling compliance with this chapter and/or a complaint for violation of any provision of this chapter seeking a fine as hereinafter set forth.

Any person who violates any provision of this chapter shall, upon conviction, be fined not less than $100 nor more than $500 for each offense. Each day that a violation is permitted to exist shall constitute a separate offense.
