The term "minor offenses" as applicable in this chapter refers
to the following violations of the ordinances of the Village:

Failure to display valid vehicle tag.
C.
Parking in violation of snow ordinances.
D.
Parking on wrong side of street.
F.
Parking in no-parking area.
I.
Parking on sidewalk or parkway.
J.
Parking so as to block the use of a driveway.
K.
Parking within 15 feet of a fire hydrant.
M.
Parking within 20 feet of a crosswalk or intersection.
N.
Parking within 50 feet of railroad tracks.
O.
Parking within 20 feet of driveway entrance to a Fire Department
station.
P.
Spilling loads or debris, failure to cover load (§ 9-7-8A
or B).
Q.
Regulating and licensing dogs.
T.
Parking within a handicapped space or zone.
U.
Load limit restriction (§ 9-7-6).

The fact that a vehicle, which is illegally parked under the
ordinances of the Village, is registered with the Secretary of State
in the name of a person; or in the alternative, in the event that
a vehicle sticker is issued by a municipality in the name of a person,
shall be considered prima facie proof that such person was in control
of the vehicle at the time of such parking. The fact that any garbage
or garbage can is on grounds under the dominion of a person or entity
is prima facie evidence of ownership or control of said grounds; and,
the same is true of any dog on the grounds of or under the dominion
of any person or entity.

In the event that the person to whom said citation is issued
fails to settle and pay said violation claim within the prescribed
time, or within a period of time specified in a final notice (if one
is served upon him) or fails to bring said citation to the Police
Department to arrange for a time and place for hearing on said alleged
violation, then the Police Chief is authorized to cause a notice to
appear to be served upon said alleged violator and is authorized to
file a complaint and to prosecute the same in the Circuit Court of
Cook County.

The violation claim described in said citation so to be issued
pursuant to the terms of this chapter may be settled, compromised
and paid in the respective amounts set forth in the following schedule:

In the event said payment is made prior to the mailing by the
Municipality or by the peace officer of a final notice, the following

In the event that payment is not made within the time prescribed
on the final notice and a notice to appear has been served and a complaint
filed in the Circuit Court of Cook County, payment of any fine and
costs shall be in such amounts as may be determined and established
by the Circuit Court of Cook County, Illinois.
