The fact that a vehicle, which is illegally parked under the ordinances of the Village, is registered with the Secretary of State in the name of a person; or in the alternative, in the event that a vehicle sticker is issued by a municipality in the name of a person, shall be considered prima facie proof that such person was in control of the vehicle at the time of such parking. The fact that any garbage or garbage can is on grounds under the dominion of a person or entity is prima facie evidence of ownership or control of said grounds; and, the same is true of any dog on the grounds of or under the dominion of any person or entity.

A.
A police officer of the Village, instead of filing a complaint in the Circuit Court of Cook County may, in the first instance, issue to such violator of a minor offense, as defined herein, a citation, also known as a ticket, which citation informs said violator that he has violated one or more specified ordinances, and giving said violator the alternative of making payment of the penalty, also known as a fine, to the Police Department at the police station of the Village, in the minimum amount applicable to said violation as set forth in § 10-4-5 of this chapter, by either mailing it, sending it or bringing it to the Police Department; and advising the violator to sign his name and address to the plea and waiver of hearing and jury trial in the space provided on the citation; and, for said violator to mail, bring or send the citation with the payment therefor, to the Police Department within a period to be specified in said citation not more than seven days from the time said alleged offense was committed.
B.
The citation shall also inform the alleged violator that if the violator does not wish to make payment on a guilty plea as aforesaid, that the violator shall bring the citation to the Police Department of the Village within seven days after its issuance, and the Police Department, through a member designated by the Chief of Police, shall arrange for a time and place for hearing of the alleged violation before the Circuit Court of Cook County, Illinois.
C.
The Police Department shall issue a receipt for the money so received and promptly remit said amount to the Village Treasurer to be credited to the proper Municipal fund.
[2-19-1979]
In the event that the person to whom said citation is issued fails to settle and pay said violation claim within the prescribed time, or within a period of time specified in a final notice (if one is served upon him) or fails to bring said citation to the Police Department to arrange for a time and place for hearing on said alleged violation, then the Police Chief is authorized to cause a notice to appear to be served upon said alleged violator and is authorized to file a complaint and to prosecute the same in the Circuit Court of Cook County.
