[1983 Code]
This article shall be known as the Building Code of the Village.

Any person who violates, neglects, or refuses to comply with,
or who resists or opposes the enforcement of any of the provisions
of this article shall be fined not less than $100 nor more than $1,000
for each offense, and every such person shall be deemed guilty of
a separate offense for each day on which such violation, neglect or
refusal shall continue.

A. Residential. The International Residential Code, 2015 Edition, and
Appendixes E, Manufactured Housing; H, Patio Covers; J, Existing Buildings;
and K, Sound Transmission; as published by the International Code
Council, including changes, modifications, or amendments as stipulated
herein, of which not fewer than three copies have been and are now
filed in the office of the Village Clerk, be and the same are hereby
adopted and incorporated as though fully set out at length, and from
and after the effective date hereof, the provisions of which shall
be controlling in the construction of all residential buildings as
defined therein and existing structures as defined therein, and as
contained within the corporate limits of the Village to the extent
hereinafter provided, except for the following modifications and changes
to said International Residential Code:
1. Modify R105.2, "Work Exempt from Permit," by deleting Items 1 through
5, inclusive, under the heading "Building."
2. Change all references to the "International Electrical Code" to read
"National Electrical Code (NFPA 70) 2014 Edition."
3. Change references to the "International Plumbing Code" to the "Illinois
Plumbing Code, 77 Illinois Administrative Code, Part 890."
4. Amend R112.0, "Board of Appeals," by deletion and substitution of
the following:
"The Village Board, acting as the Committee of the Whole, shall
serve as the Board of Appeals and shall take into consideration any
appeal of these regulations or their interpretation, on application
which has first been filed, in writing, with the Village Clerk, setting
forth the grounds of appeal and the relief sought."
"All parties to the appeal shall be notified as to the time
and place of the appeal hearing."
"The Board of Appeals shall declare a decision on the appeal
within 30 days of the date of the hearing."
"Decisions of the Board of Appeals shall be consistent with
the codes and regulations of the Village. The Board of Appeals may
not waive technical or engineering requirements of the code or regulations."
5. Amend R114.0, "Stop Work Order," by adding:
"The notice of the stop-work order shall be posted on the building
or structure or site, and a copy of the written notice may be posted
if the individuals listed thereon are not available on the site. Removal
of the posted notice shall be by order of the Building Commissioner.
Removal of any such notice without the approval of the Building Commissioner
is in violation of this section and subject to the penalties set forth
in this title."
B. Building Code adopted. There is hereby adopted and incorporated by
reference as the Building Code of the Village of Thornton, for the
purpose of establishing rules and regulations for the construction,
alteration, removal, demolition, equipment, use and occupancy, location
and maintenance of structures, the International Building Code, 2015
Edition, and Appendixes F, Rodent Proofing; H, Signs; and I, Patio
Covers; as published by the International Code Council, save and except
for those portions as hereinafter deleted, modified or amended, of
which not fewer than three copies have been adopted and incorporated
as though fully set out at length herein, and from and after the effective
date hereof, the provisions of said building code shall be controlling
in the construction of all buildings and other structures contained
within the corporate limits of the Village to the extent hereinafter
provided, except for the following modifications and changes to the
International Building Code:
1. Replace all references to the "International Electric Code" to reflect
the "National Electrical Code (NFPA 70), 2014 Edition."
2. Replace all references to the "International Plumbing Code" with
the "Illinois Plumbing Code, 77 Illinois Administrative Code, Part
890."
3. Modify 105.2, "Work Not Requiring a Permit," by deleting Items 1
through 6, inclusive.
4. Amend 113.0, "Board of Appeals," by deletion and substitution of
the following:
"The Village Board, acting as the Committee of the Whole, shall
serve as the Board of Appeals and shall take into consideration any
appeal of these regulations or their interpretation, an application
which has first been filed, in writing, with the Village Clerk, setting
forth the grounds of appeal and the relief sought."
"All parties to the appeal shall be notified as to the time
and place of the appeal hearing."
"The Board of Appeals shall declare a decision on the appeal
within 30 days of the date of hearing."
"Decisions of the Board of Appeals shall be consistent with
the codes and regulations of the Village. The Board of Appeals may

5. Amend 115.0, "Stop Work Order," and 114.2, "Issuance," by adding:

6. Amend Appendix H, "Signs," 109.1, "Height Restrictions," to be replaced
with:
"Height limits shall be governed by the applicable sections
of the Village Zoning Code."
7. Definitions:
a. Whenever the term "Municipality" is used in said Building Code, it
shall be held to mean the Village of Thornton.
b. Whenever the term "Building Official" is used in said Building Code,
it shall be held to mean the Building Commissioner of the Village.
C. Fire Code adopted. There is hereby adopted and incorporated by reference
as the Fire Code of the Village of Thornton the International Fire
Code, 2015 Edition, as published by the International Code Council,
three copies of which booklet are on file in the office of the Village
Clerk for public use, inspection and examination, and of which three
copies have been on file for public use, inspection and examination
for more than 30 days prior to the passage hereof, which foregoing
rules and regulations are hereby adopted by reference and made a part
hereof as is fully set forth in this chapter, except for the following
modifications and changes to the International Fire Code:
1. Amend F105.1.2, "Types of Permits," by deletion and replacement with
the following:

"All operational permits shall mean the business permit issued
by the Village Board through the office of the Village Clerk. Application
shall be made to the Village Clerk, and all documentation required
under F.105.6 shall be made part of the application. All such applications
and detailed documentation shall be forwarded to the Fire Chief, who
shall be responsible for review and inspection for compliance and
cause, such to take place in a timely manner."
