It shall be unlawful for any person or persons:
A. 
To loiter in any street, highway, park, parking lot or other public place in the Borough of Lawnside, or upon the sidewalks, steps or platforms of any street, business, house, park, church, railroad station, bus or other public conveyance; or within or around any building, dwelling house, office, place of business, factory, parking yards and parking places which are open to the public or to which the public is invited (whether maintained or operated separately or in conjunction with any business or enterprise), or other private or public place within said borough; or
B. 
To behave in a disorderly manner in any of said places by noisy, rude or indecent behavior, using profane, vulgar or indecent language, or by making insulting remarks to or comments on others, or by fighting, obstructing or annoying or interfering with persons lawfully there; or by unnecessarily doing or performing any other disorderly thing whatsoever that shall disturb the peace or quiet of any family, neighborhood, or any of the inhabitants of said borough; or
C. 
To drive a vehicle in a parking yard or parking place which is open to the public or to which the public is invited (whether maintained or operated separately or in conjunction with any business or enterprise) carelessly, or without due caution and circumspection, in a manner so as to endanger, or be likely to endanger a person or property. It is the express intent of this chapter to extend the regulation and control of conduct hereunder to encompass parking yards and parking places open to the public or to which the public is invited in accordance with the provisions of R.S. 40:48-2.46.
A. 
PERSON — Natural persons, firms, partnerships, corporations and associations; and the word man as used herein shall be construed to mean and include the feminine and neuter genders.
B. 
LOITER — As used in this chapter shall be construed to mean and include the following:
(1) 
Obstruction of the free and unimpeded passage of pedestrians or vehicles.
(2) 
Obstructing, molesting or interfering with any person lawfully upon any street, park, parking lot, or other areas, public, semi-public, or private, as encompassed in this chapter.
(3) 
Refusing to move on when so directed by a police officer, provided such direction is warranted under the circumstances to preserve or promote public peace and order.

Any person, persons, partnership, associations, corporation, or companies who violate any of the provisions of this ordinance shall, upon conviction thereof, be sentenced to a fine of not less than $50, or more than $500 and/or be incarcerated for a term not to exceed 15 days, or both.
