A. 
The Pine Beach Police Department will issue registration tags to all bicycle owners within the borough. Registrations will be offered as a protection against theft, as an aid in loss recovery, for identification purposes in case of injury to the bicyclists and to check the mechanical condition of bicycles. Bicycle registration will not be mandatory.
B. 
The inspection of a bicycle at the time of registration will not be a guaranty of the soundness of the bicycle.
C. 
It shall be the duty of the Police Department to maintain all records of bicycle registration and to promote the importance of the registration program and bicycle safety to all the residents.
A. 
All persons operating a bicycle within the borough limits will be subject to obeying the following New Jersey State Statutes:
(1) 
N.J.S.A. 39:4-10, Lights and reflectors on bicycles.
(2) 
N.J.S.A. 39:4-11, Audible signal.
(3) 
N.J.S.A. 39:4-11.1, Brake required.
(4) 
N.J.S.A. 39:4-12, Position of hands and feet; carrying another person.
(5) 
N.J.S.A. 39:4-14, Hitching on vehicles prohibited.
(6) 
N.J.S.A. 39:4-14.1, Rights and duties of persons on bicycles.
(7) 
N.J.S.A. 39:4-14.2, Keeping to right; exceptions; single file.
B. 
All bicyclists will be asked to wear shoes when operating a bicycle.
C. 
All bicyclists will be requested to keep their bicycles in safe operating condition.
D. 
All bicyclists will be requested to familiarize themselves with N.J.S.A. 39:4, pertaining to bicycles.
A. 
Any violation by bicyclists shall, for the first offense, be reprimanded by the police and, in the case of a juvenile, parents will be notified.
B. 
A second offense by a bicyclist shall require the violator to appear in police headquarters for bicycle safety instruction.
C. 
A third offense will mandate the impoundment of the bicycle for a period of not more than four days. During the time of impoundment, the offender shall not ride any bicycle within the borough limits.
D. 
Any further violation will result in a traffic summons for anyone 18 years and over. In the case of a juvenile, a juvenile complaint will be signed. (Former Section IV, Fines, which immediately followed this subsection, was deleted at time of adoption of Code; see Ch. 1, General Provisions, Art. I.)
