Applications for connection to the water distribution system shall be made, in writing, on a form provided by the borough for this purpose and signed by the owner of the property for which connection is being applied for.
Service connections from the curbline to the building, including the cost of the meter, shall be installed at the expense of the customer, subject to inspection by the Water Department Superintendent. Pipe shall be copper Type K or such other as may be fixed by resolution of the Mayor and Council and shall be installed at least 48 inches below the surface of the ground.
A stop- and waste cock shall be installed in such a manner as to shut off and drain water from the pipes and meter within the premises of the customer. This cock is to be within one foot of the point where the service pipe enters, enabling the occupants to turn off the water in case of leaks and to drain the pipes to prevent freezing.

All leaks in the service pipes and fixtures in and upon the premises supplied beyond the curbline must be promptly repaired by the owner or occupant. On failure to make such repairs within 10 days after written notification, the Borough, upon three days' notice, may turn off the water from the premises and the water will not be turned on again until all necessary repairs are made and all bills, including a turn-on charge of $50 are paid.
The Superintendent shall arrange for and supervise all new installations from the water main to the curbline, including the curb stop. The fee for this service is indicated in § 169-14.
A. 
Only the Superintendent or a person having written permission from the Borough Council shall have the authority to turn water off or on at the curb stop. A notice of 24 hours shall be given for this service.
B. 
In case of a main break or other emergency, the Superintendent may cause the water to be turned off to make repairs. Every effort shall be made to notify the users affected as soon as possible. No person or firm shall be entitled to damages or rebate of payments due because of accidents, repairs or additions to any part of the system.
A. 
The meter installed shall be of the type specified and provided by the Water Department and shall remain the property of the Water Department.

Meter location and clearances to adjacent objects are to conform to Sketch A, attached and hereby made a part of this chapter. (Sketch A is on file in the office of the Borough Clerk.)
C. 
Authorized personnel of the Water Department shall have access to the meter for reading, testing or repair or to the consumer's piping at any reasonable hour. The piping shall be arranged in such a manner that all water used shall pass through the meter.
D. 
All meters shall be maintained by the Water Department as far as ordinary wear and tear is concerned, but the consumer is responsible for neglect in protecting the meter from injury, frost and damage from hot water or steam and will be held liable thereof, and the cost of repair may be added to the water bill.
E. 
All meters must be located within the building except where this would be a hardship, in which case, with the approval and permission of the Borough Council and Superintendent, the meter may be located in an outside meter box of an approved type designed for this purpose.
A. 
Permission will not be granted to supply two or more families, manufacturing establishments or other places from a single lateral.
B. 
No fixture of any kind from which water might be drawn shall be placed on the street side of a meter. All installations of meters must meet the approval of the Water Department. It is further recommended that a copper meter yoke as determined by the Utilities Superintendent from time to time be used when installing the water meter.

C. 
No person, firm or corporation shall, without written permission from the superintendent of the Waterworks, make any connection or disconnection to or from the meters, pipes or conduits of the borough's water supply system nor in any other manner tamper or interfere with such meters, meter seals, pipes or conduits. Where there is an existing connection between the borough's water supply system and any other water supply system servicing inhabitants outside the Borough of Pine Beach, no person, firm or corporation shall open or activate such connection for the purpose of obtaining water for consumers outside of the Borough of Pine Beach, except upon written authority from the Superintendent of Public Works and the Mayor of the Borough of Pine Beach or such other person as he shall designate.
