A Length of Service Award Program (LOSAP) for the Pine Beach Volunteer Fire Company is hereby established as follows:
A. 
A Length of Service Award Program (LOSAP) is herewith created in accordance with Chapter 388 of the Laws of 1997, to reward members of the Volunteer Fire Company for their loyal, diligent, and devoted services to the residents of Pine Beach Borough.
B. 
The LOSAP shall provide for fixed annual contributions to a deferred income account for each volunteer member that meets the criteria set forth below; that such contributions shall be made in accordance with a plan that shall be established by the Borough of Pine Beach pursuant to P.L. 1997, 388; and that such plan shall be administered in accordance with the laws of the State of New Jersey, the U.S. Internal Revenue Code, and this chapter.
The LOSAP shall provide for annual contributions to each eligible member that meets the criteria as follows:
A. 
Any active member shall be eligible to participate in the Plan immediately upon commencement of active emergency services.
B. 
Termination of service. Any participant who terminates service as an active volunteer shall cease to participate hereunder. A former participant will become a participant immediately upon returning to the service of the plan administrator as an active member.

The Length of Service Award Program shall provide for annual contributions to each eligible member that meets the criteria as follows:
A. 
The fixed annual contribution shall be $750 per eligible member per qualifying year.
B. 
The estimated cost of the program annually has been calculated as follows: 29 members X $750 per member = $21,750.
C. 
A minimum of 60 points per year must be earned in order to qualify for the LOSAP program.
D. 
The point system is hereby established in Section 20-4.

Each active volunteer member shall be credited with points for volunteer services provided to the Pine Beach Volunteer Fire Company in accordance with the following schedule:
A year of active emergency service shall be credited under the Plan for each Plan year in which an active volunteer firefighter of the Pine Beach Volunteer Fire Company accumulates at least 60 points. A year of active service will commence January 1st and end December 31st of each year. Points shall be granted in accordance with the following system. Such system shall provide that points shall be granted for the following activities and upon approval of the Plan administrator, who shall be the governing body unless and until designated otherwise by resolution. The fixed annual contribution to a deferred income account for each active or life member who successfully earns a minimum of 60 points shall not exceed $750 per year subject to periodic consumer price index increases pursuant to N.J.S.A. 40A:14-185. A volunteer must serve for five years before the benefits of participation in the LOSAP program vest.
(1) 
Training Courses: 20 points maximum.
One point applied for each verified hour (1) of instruction/training. This includes instructing a class at the County Fire Academy.
(2) 
Drills: 12 points maximum.
One point per drill attended. A drill must have an attendance of a minimum of 1/3 of the active membership in order to qualify for point validation.
(3) 
Meetings: 12 points maximum.
One point per Fire Company monthly meeting attended.
(4) 
Fire Calls: 25 points maximum.
(a) 
Must be in physical attendance to receive credit.
(b) 
Must maintain 50% of fire calls at the end of the year average.
(5) 
Storm Stand-by or Sleep-in: 5 points maximum.
One point per emergency stand-by or sleep-in lasting four hours or more.
(6) 
Company Functions: 11 points maximum.
One point per Fire Company function:
***Functions include: Funeral Viewing, Funeral Service, Burials, Official Ceremonies, Parades, Fire Prevention/Education, Fund Drives, Company Work Details and other functions authorized by the Fire Company membership.
(7) 
Elected Positions: 10 points.
Line Officers and Executive Officers are elected positions. Completion of a one-year term in an elected position is required to receive points.
(8) 
Appointed positions: 5 points.
Engineers and Trustees are appointed positions. Completion of a one-year term in an appointed position is required to receive points.
(9) 
A minimum of 60 points per year must be earned in order to qualify for the LOSAP program.
A copy of this chapter, once approved by the voters pursuant to the public question required by P.L. 1997, c. 388, shall be filed with the Division of Local Government Services within 30 days of the date of the referendum. (The Length of Service Awards Program was approved by the voters of the Borough of Pine Beach at the election held on November 4, 2003.)
All provisions of the Emergency Services Volunteer Length of Service Award Program Act, P.L. 1997, c. 388, and regulations promulgated herewith, N.J.A.C. 5:30-14.1 et seq., as well as any revisions, amendments or additions to the Act or the regulations are hereby incorporated by reference and made part of this chapter.

A. 
The purpose of the within Article is to establish the Length of Service Award Program for the Beachwood First Aid Squad Inc. The Beachwood First Aid Squad Inc. serves the Borough of Pine Beach, as well as Beachwood, and contributions will be established on the basis of 70% for Beachwood and 30% for Pine Beach. The program is to reward members of the Beachwood Volunteer First Aid Squad Inc. for the years of loyal and devoted service to the residents of the Borough of Pine Beach and the Borough of Beachwood. If the Beachwood First Aid Squad Inc. disbands, or ceases to operate, no financial contribution will be made. This shall not affect accumulated proceeds which shall remain in trust.
B. 
The LOSAP shall provide for fixed annual contributions to the deferred income account for each member of the Beachwood First Aid Squad Inc. that meets the criteria set below. Such contribution shall be made in accordance with a plan that shall be established by the sponsoring agency Borough of Beachwood which shall be identical to a similar plan to be adopted by the Borough of Pine Beach and it shall be serviced by a single contractor. The plan shall be administered in accordance with the Laws of the State of New Jersey, the U.S. Internal Revenue Code and this subsection. Said initial plan point system is attached hereto as Schedule A. (Section 20-9)
The LOSAP shall provide for annual contributions to each eligible member that meets the criteria as follows:
A. 
The fixed annual contribution shall be $750 per eligible member per qualifying year.
B. 
The estimated cost of the program annually has been calculated as follows: 50 members x $750 per member = $37,500.
Prorated on the basis of 70% responsibility to Beachwood and 30% responsibility to Pine Beach with a maximum of $15,000 from Pine Beach.
C. 
A minimum of 100 points per year must be earned in order to qualify for the LOSAP program.
D. 
The point system hereby established is attached hereto as Schedule "A" (Section 20-9).
SCHEDULE "A"
POINTS SCHEDULE
Every member is eligible to participate in the LOSAP program within the guideline established by the State of New Jersey.
Each member must earn 100 points annually to qualify to earn awards in the program. The program points will be calculated based on a calendar year running January 1st through December 31st. The program will be administered by the Board of Trustees of the Beachwood First Aid Squad Inc. They will submit a report to Beachwood Borough and Pine Beach Borough by March 1.
One Point for every 12 hours logged into the time-tracking program in use for duty crew. Maximum: 50 Points.
Points for responding to first aid calls will be determined on a sliding scale as follows:
Minimum 5.0% of total calls for the year, receive 20 points
Minimum 7.5% of the total calls for the year, receive 25 points
Minimum 10% of the total calls for the year, receive 30 points
Maximum 30 Points
Ten points for serving and fulfilling the obligations of the office for a full year as an elected officer of the organization as identified in the By-Laws and Constitution of the organization. These points will not be pro-rated for partial year service.
One point for each regular squad meeting attended. Maximum: 12 points.
One point for each squad drill attended. Maximum 12 points.
Two points for every three hours of special event (i.e., parades, event stand-by, fund-raising, approved training courses) participation. Approved events will be determined by the organization annually. These points will be determined at the end of the year based on the total hours of participation, not event.
Maximum: 20 points
One point for each year of LOSAP qualifying service. Maximum: 25 points.
