It is unlawful for any person, other than those in the employ
of the government of the United States of America, to operate a bicycle
having more than two wheels on Long Beach Boulevard, on Central Avenue,
on Eighth Street and on Ninth Street at any point within the territorial
limits of the Borough commencing on the fourth Saturday in May of
each year and ending on the third Saturday of September in each year.

Any person having not yet attained the age of 18 years who violates any section of this chapter pertaining to bicycles shall be punished as provided in Section
10.28.030 below. Any person of the age of 18 years or above shall also be punished as provided in Section
10.28.030 below. Any parent or guardian of any person not yet having attained the age of 16 years whose child or ward shall violate any of the provisions of this chapter shall on the first violation receive written notification of the violation; on the second violation shall be summoned to appear before the chief of police or his duly authorized representative and shall upon the third violation by his or her child or ward be punished as provided in Section
10.28.030 below.

A. Any person not having attained the age of 18 years who violates any
of the provisions of this chapter relating to bicycles shall for the
first offense be reprimanded in writing by the police department with
a copy of such reprimand addressed to the parents or guardian of the
offender stating the nature of the violation and warning a repetition
of the violation, must be prevented by the parents or guardian and
further advising that a repetition may result in a complaint to the
juvenile court of Ocean County and may result in a complaint against
the parent or legal guardian.
B. Any person, not having attained the age of 18 years, who commits
a second violation of the provisions of this chapter relating to bicycles
shall be summoned to appear before the chief of police in the Borough
or his or her duly authorized representatives and shall then and there
have his or her privilege to operate a bicycle in the Borough suspended
for such reasonable period as the chief of police or his or her duly
authorized representative may impose. The suspension shall be enforced
by the parent or legal guardian of the person so charged and the parent
or legal guardian shall be summoned to accompany the person not having
reached the age of 18 years at that person's appearance before
the chief of police of the Borough or his or her duly authorized representative.
C. Any person, not having attained the age of 18 years, who violates
any of the provisions of this chapter relating to bicycles for the
third time shall have a complaint made against him or her in the Ocean
County juvenile and domestic relations court, such complaint charging
such person with juvenile delinquency. In addition, complaint shall
be issued against the parent or legal guardian of such child and upon
conviction of a violation of the terms of this chapter such parent
or legal guardian shall be fined in an amount not to exceed $100.
D. Any person, having attained the age of 18 years or over, who violates
any of the provisions of this chapter relating to bicycles shall upon
conviction of such violation be fined not more than $50 or be imprisoned
in the Ocean County jail for a period not to exceed 15 days or shall
suffer both such fine and imprisonment.
