As used in this Article, the following terms shall have the
meanings indicated:
CAT
Any member of the domestic Feline species; male, female or
altered.
CAT OF LICENSING AGE
Any cat which has attained the age of seven months or which
possesses a set of permanent teeth.
CATTERY
Any room or group of rooms, cat or exhibition pen, not part
of a kennel, wherein cats for sale are kept or displayed.
LICENSING AUTHORITY
The Borough Clerk's office, which is charged with administering
the issuance and/or revocation of permits and licenses under the provisions
of this Article.
NEUTERED
Rendered permanently incapable of reproduction as certified
by a licensed veterinarian.
OWNER
When applied to the proprietorship of a cat, includes every
person having a right of property (or custody) in such cat and every
person who has such cat in his/her keeping or who harbors or maintains
a cat or knowingly permits a cat to remain on or about any premises
occupied by that person.
PERSON
Any individual, corporation, partnership, organization or
institution commonly recognized by law as a unit.
SPAYED
Rendered permanently incapable of reproduction as certified
by a licensed veterinarian.
No person shall own, keep, harbor or maintain any cat over seven
months of age within the Borough of Lawnside unless such cat is vaccinated
and licensed. The provisions of this section do not apply to cats
held in a cattery or those held by a state or federal licensed research
facility or veterinary establishment where cats are received or kept
for diagnostic, medical, surgical or other treatments, or licensed
animal shelters, pounds, kennels or pet shops. No person shall harbor
more than two cats.
Any person who owns, keeps or harbors any cat located within
the Borough of Lawnside or permits a cat to enter the Borough of Lawnside
shall exercise sufficient and proper care and control over such animal
at all times so as to prevent the animal from becoming a public nuisance
or otherwise violating this Article.
No person owning, keeping or harboring any cat shall permit
it to soil, defile or commit any nuisance on any place where people
congregate or walk or upon any public property whatsoever. This provision
shall apply to all privately-owned property in the borough, except
that property of the owner or keeper of the cat and the property owned
or controlled by persons who have invited or permitted the owner or
keeper of a cat to bring such cat upon the premises.
No person owning or keeping a cat shall permit such cat to become
a public nuisance, as defined herein.
No person shall abandon any cat of any age or permit a cat to
become a stray.
No person shall harbor any nonowned, unlicensed or stray cat
or make food or shelter available to the same following receipt of
a notice from the Borough Clerk advising said person that a harboring
in violation of this Article is occurring and giving said person seven
days within which to cease and desist such harboring.

Every person who shall own or keep a cat or cats, male or female,
of licensing age, within the limits of the Borough of Lawnside shall
submit an animal registration application to the Borough Clerk or
other official designated by the governing body to license cats annually,
by April 15 of each year.
A. Animal registration application shall give:
(1) Applicant name, address, contact phone number and email address.
(2) Animal name, breed, color, sex, markings, and indicate whether the
cat is short- or long-haired.
(3) Evidence of rabies vaccination or certification of exemption required
for license. The rabies vaccination inoculation shall be administered
by a duly licensed veterinarian or by such other veterinarian permitted
by law to do the same.
(a)
The Borough Clerk or other official designated by the governing body of any municipality to license cats therein shall grant any such license and official registration tag for any cat unless the owner thereof provides evidence that the cat to be licensed and registered has a rabies vaccination approved by and administered in accordance with the recommendation of the United States Department of Agriculture and the United States Department of Human Services or has been certified exempt as provided by §
61-42 of this article. The rabies vaccination shall be administered by a duly licensed veterinarian or by such other veterinarian permitted by law to do the same.
B. Time for applying for license. The owner of any newly acquired cat
of licensing age shall make an animal registration application for
a license tag for such cat within 10 days after such acquisition or
age attainment. This requirement will not apply to a nonresident keeping
a cat within the Borough of Lawnside for no longer than 30 days.
C. Cats brought into jurisdiction of the Borough of Lawnside.
(1) Any person who shall bring any cat or cats licensed or unlicensed
from another state for the current year shall apply for a Borough
of Lawnside animal registration tag within 10 days.
(2) Any valid New Jersey animal license tag issued by a New Jersey municipality
shall be accepted by the Borough of Lawnside as evidence of compliance
for the current year.
D. License fee schedule.
(1) The said applicant shall pay an annual animal license registration
fee of $22 for each spayed or neutered cat.
(2) The said applicant shall pay an annual animal license registration
fee of $25 for each nonspayed or nonneutered cat.
(3) All fees shall be received by the Borough Clerk or other official
designated by the governing body to license cats in the municipality
by April 15 of each year.
E. Animal license and registration tags.
(1) An animal license and registration tag with the municipality name,
licensing year, and a serial number shall be issued to the applicant
for each cat after payment has been received by the Borough Clerk
or other official designated by the governing body to license cats
in the municipality.
(2) Animal license and registration tags shall expire on December 31
of the licensing year.
(3) Only one animal license and registration tag shall be required in
the licensing year for any cat in the Borough of Lawnside.
(4) Duplicate registration tags shall be issued after the Borough Clerk
or other official designated by the governing body to license cats
in the municipality has received a request in writing by the animal
owner or any member of the household above the age of 16 years old
and $1 payment for the substitute tag due to loss or damage of the
original tag.
F. Proof of licensing. Proof of licensing shall be produced by any person
owning, keeping, maintaining or harboring a cat upon the request of
any Board of Health officer, police officer, Animal Control Officer
or other authorized person.

A. Except as otherwise provided in this article, any person who violates
or who fails or refuses to comply with this article shall be liable
to a penalty of not less than $50 nor more than $100 for each offense,
to be recovered by the Borough of Lawnside. Said penalty amount shall
be assessed per nonlicensed cat.
B. Any person who does not secure the required license in accordance
with the provisions herein by April 15 shall be assessed a late fee
of $20 at the time of application. Said fee shall be assessed per
cat.
