A.
The purpose of this article is to protect the welfare of the teenage population by prohibiting their congregation upon premises licensed by the Borough pursuant to state law to dispense alcoholic beverages.
B.
It is found and determined that the atmosphere of a bar, even though not selling alcohol at the times of certain events, is not in the best interest of teenagers. The Borough is therefore invoking its powers under Title 33 of the New Jersey statutes to protect against said activities.
