As used herein, the term "yard waste," shall mean leaves, grass clippings, yard and garden vegetation, logs no longer than sixteen (16) feet in length, tree stumps clean of dirt, soil, and debris, and Christmas trees. The term does not include roots or shrubs with intact root balls.

City of Hermann residents, shall be permitted to deposit yard waste at the City Compost Site without charge.

A. 
All commercial and non-resident users depositing yard waste at the City Compost Site shall pay the following user fees:

Each time a user visits the City Compost Site, the user will be required to provide information in a log book kept at the compost site (to “register”) for record keeping and invoicing purposes each time the user visits the site.
The City reserves the right to refuse the deposit of any yard waste at any time.

A penalty in the amount of one hundred dollars ($100.00) per load shall be imposed for all illegal dumping. If the penalty involves a failure to register, the penalty shall be one hundred dollars ($100.00) plus fifty percent (50%) of the applicable user fee. Each load for which the user dumps illegally and/or fails to register shall be considered a separate violation.

Items that will not be accepted at the City Compost Site are the following:

Construction debris;
3. 
Landscaping debris;
4. 
Plastic bags;
5. 
Trash;
6. 
Rail ties;
7. 
Utility poles;
8. 
Pallets; and
9. 
Brush mixed with wire.
